About UNHCR:
The Office of the United Nations High Commissioner for Refugees was
established on December 14, 1950 by the United Nations General Assembly.
UNHCR’s mandate under the Statute of the Office of the United Nations High
Commissioner for Refugees is to lead and co-ordinate action for international
protection to refugees; seek permanent solutions for the problems of refugees
and safeguard refugee rights and well-being. UNHCR has an additional mandate concerning
issues of statelessness, as it is given a designated role under Article 11 of
the 1961 Convention on the Reduction of Statelessness.
Job Summary: The Assistant
Inter-Agency Coordination Officer will assist the Senior Field Coordinator with
the coordination of the humanitarian response. As such, the incumbent will need
to ensure that coordinated support is provided for strategic planning,
assessment, monitoring and analysis of the refugee situation in Uganda.
On-going strategic planning will therefore be contingent on effective
monitoring of the implementation of these plans as well as management of
on-going rolling assessment. This would involve direct contact with other staff
members in the inter agency structure from UN agencies, international and
non-governmental organizations, and the government. The post requires the
ability to prioritize tasks and to organise work independently based on
direction from the Supervisor. The Assistant Inter Agency Coordination Officer
will support all the inter agency planning and reporting activities. Particular
emphasis will be given to multi sectorial information, coverage of information
sources (UN and non-UN) and contributions to programs and projects. The
incumbent will support the Inter Agency Coordinator in maintaining a constant
dialogue with donors on the overall funding/resource status of the humanitarian
programs in close collaboration with all partner agencies (UN and NGOs). A key
tool in this regard will be the facilitation and support of periodic Inter
Agency meetings, as well as to support the broadening of inter agency
information through meeting reports, situation updates and newsletters
Key Duties and
Responsibilities:  
  • Facilitate humanitarian response
    coordination activities and support coordination meetings as required,
    including by preparing meetings, drafting minutes and follow up
    documentation.
  • Expand and maintain the coordination
    toolkit for the humanitarian refugee response, in close cooperation with
    the information management team.
  • The jobholder will manage the flow of
    information to and from the Supervisor and other senior staff, including
    heads of field offices and field based coordination staff; identify
    priority matters that need to be urgently addressed by the Supervisor.
  • Draft correspondence, documents and
    reports, and prepare tables and ensure follow up.
  • Draft documents and guidance for the
    coordination toolkit.
  • The jobholder will prepare background
    information for meetings to be attended/chaired by the Supervisor
  • When required and appropriate, in the
    absence of the Senior Field Coordinator and other possible co chairs,
    facilitate or chair internal or external coordination meetings.
  • Support the Sector Coordinators when
    necessary.
  • Render support in ensuring appropriate
    coordination with all refugee partners (including national and
    international NGOs, the International Red Cross, Red Crescent movement, UN
    agencies), through establishment/maintenance of appropriate sectorial
    coordination mechanisms, including working groups at the national and
    local level.
  • Ensure appropriate links with national and
    local authorities, state institutions, local civil society and other
    relevant actors and ensure appropriate coordination and information
    exchange with them.
  • Actively contribute to the development and
    maintenance of a common strategic framework and appropriate guidelines on
    the IA response by way of facilitating relevant group discussions
  • Identify geographical and thematic gaps in
    IA Coordination, and facilitate the appropriate response to those gaps.
  • Establish technical groups or task forces
    as necessary to resolve adhoc issues as they arise.
  • Ensure approval by all relevant national
    and sub-national authorities of the strategic documents produced by the IA
    Coordination Unit.
  • Provide stakeholders with regular reports.
  • The incumbent will ensure review of
    coordination related information management products and work closely with
    the information management team.
  • Perform regular field visits and take part
    in regional coordination meetings.
  • Perform other related duties, as required.
Key Performance Indicators:
  • Liaise with external partners and local
    organizations on behalf of UNHCR.
  • Prioritize tasks and organize work
    independently.
  • Engage with all sectors and identify IA
    Coordination activities.
  • Make recommendations on IA Coordination
    issues
 Qualifications, Skills and Experience:
  • The ideal candidate for the United Nations
    UNHCR Assistant Inter-Agency Coordination Officer job placement should
    hold a University degree in Social Sciences, Development Studies,
    Journalism, International Relations or Political Affairs.
  • At least two years of relevant experience
    in humanitarian or development programme implementation, including
    experience in facilitating inter agency coordination at sector or macro
    level.
  • Extensive knowledge of the UN system, NGOs
    and related planning and coordination practises.
  • Excellent computer skills and knowledge of
    MS applications.
  • Broad knowledge of refugee protection
    principles and framework.
  • Extensive knowledge of local language and
    institutions.
  • Presentation delivery and/or public
    speaking experience.
  • Fluency in English, including excellent
    drafting and writing skills in English; good communication skills in
    English language and public speaking experience
  • Demonstrated expertise in emergency
    response and preparedness planning and monitoring, including a good
    understanding of related standards and indicators.
  • Previous exposure and experience in change
    management and innovation.
  • Work experience in refugee settings.
  • Knowledge of other relevant UN languages
