About OIOS:
The Office of Internal Oversight Services (OIOS) was established in
July 1994 as an operationally independent office that assists the
Secretary-General in fulfilling his internal oversight responsibilities in
respect of the resources and staff of the Organization through monitoring,
internal audit, inspection, evaluation and investigation. The Office has the
authority to initiate, carry out and report on any action it considers
necessary to fulfill its responsibilities with regard to its oversight
functions.

Job Summary: The Chief of
Service, Audit will be responsible for managing peacekeeping audit activities
in Africa. Specifically, the incumbent will be responsible for the audit
activities of the Resident Audit Office in Entebbe and those in peacekeeping
missions in Africa. The position requires periodic short travel to peacekeeping
missions in Africa to oversee and coordinate the work of resident audit teams
(all headed by a P-5 Chief Resident Auditor), as well as to meet with the
management of the Mission.

- Coordinates and supervises the work
programmes of the IAD Peacekeeping Audit Service related to peace
operations in Africa. - Develops an annual risk-based audit plan
of the audit teams under his/her supervision in consultation with OIOS
senior management. - Ensures the timely and effective execution
of the audit plan, ensuring the efficient utilization, management and
development of staff under his/her supervision. - Maintains contact with appropriate client
representatives to discuss audit plans, audit results and the client
related views and concerns. - Participates in identifying resource
requirements for the Peacekeeping Audit Service, including initiation of
recruitment, assessments and assignment of staff, preparation of budgets,
and monitoring budget status, etc. - Oversees audit work and ensures that
assignments are conducted in accordance with: (i) approved audit workplans
and budgets; (ii) OIOS policies and procedures; and (iii) the Internal
Standards for the Professional Practice of Internal auditing followed by
OIOS. - The incumbent reviews draft and final
audit reports, and other audit-related documents, and provides sufficient
guidance and supervision to the audit staff. - Renders support in establishing operating
guidelines, internal audit manuals, lines of authority and communicating
work objectives and priorities of reporting. - The incumbent represents the Service
within the United Nations and other organizations as necessary. - Performs any other tasks as may be
assigned by the IAD Director to ensure the efficient and effective
implementation of IAD work programmes.
Qualifications, Skills and
Experience:

- The ideal candidate for the United Nations
OIOS Chief of Service, Audit career opportunity should hold an advanced
university degree (Master’s degree or equivalent degree) in auditing,
finance, business administration, accounting or related field. A
first-level university degree in combination with an additional two years
of qualifying experience may be accepted in lieu of the advanced
university degree. Professional certification as a Certified Public
Accountant (CPA), Chartered Accountant (CA), Certified Internal Auditor
(CIA), Certified Information Systems Auditor (CISA), or equivalent is
desirable. - At least fifteen years of progressively
responsible experience in auditing of which at least 5 years must be at
the management level. - Previous experience in auditing of large,
field-based operations is desirable. - Languages: Fluency in English
is required. Knowledge of another UN official language is desirable.
