AVSI Foundation is an international not-for-profit, non-governmental
organization (NGO) founded in Italy in 1972. Its mission is to promote the
dignity of the person through development cooperation activities, with special attention
to education, according to the social teaching of the Catholic Church. AVSI has
been present in Uganda since 1984, first supporting hospitals and agriculture
projects in Gulu and Kitgum districts, and later expanding around 1990 to
establish the present-day headquarters in Kampala, offices in Pader, Gulu and
Kitgum, and project activities in 12 other districts.
About Programme:
AVSI Foundation has entered into a new partnership with UNHCR and OPM
to implement Education and Protection interventions for South Sudanese refugees
in Palabek Settlement, Lamwo district.
Job Summary: The Protection
Officers will be responsible for the design and delivery of timely and quality
protection services to South Sudan refugees in Palabek Settlement, Lamwo
district. The successful candidates will be based in Kitgum office but must be
willing to travel every day to the project site.
Key Duties and
Responsibilities:   
  • Steer the identification and registration
    of PSNs at both the border points and at the reception and supporting PSNs
    to access critical services.
  • Support identification of UAM and
    separated children and conduct case management for family re-unification
    and fostering.
  • Carry out dialogues and sensitization
    sessions on protection and SGBV and gender norms.
  • Build the protection capacity of the
    social workers and community structures to assume their responsibilities
    to support PSNs through protection training, mainstreaming and related
    activities.
  • Provide legal advice and guidance to PSNs
    on protection issues related to SGBV and Child Protection; liaise with
    competent authorities to ensure appropriate documentation of all cases of
    abuse.
  • Identify protection concerns; review
    reports of the social workers and incentive workers, guide and implement
    appropriate interventions in response to the identified protection
    concerns of the refugees.
  • Implement celebratory and engaging
    activities on major events including the Day of the African child, World
    Refugee day and other critical events.
  • Work closely with the AVSI HQ technical
    support team in the development of reports, standards, protocols, manuals,
    tools and dedicated reports related to the protection sector.
  • Collaborate with the Program Manager and
    other protection staff in reporting and documentation both for the
    internal (quarterly reports) as well as the external reporting
    obligations.
  • Provide weekly activity updates to the
    Senior Protection Officer.
Qualifications, Skills and
Experience:  
  • The applicants for the Protection Officer
    jobs should hold Bachelor’s Degrees in Law, Social Work and Social
    Administration, Social Sciences, Development Studies or related fields
  • Possession of a Postgraduate training in
    project planning and management is essential.
  • A minimum of three years of professional
    experience implementing protection interventions in emergencies.
  • Two or more years’ experience in a
    position of responsibility within an International Organization.
  • People management / supervision skills
  • Flexibility, good communication and
    interpersonal skills, presentation skills, and ability to work under
    pressure with minimal supervision.
  • Fluency in English and ability to speak
    Arabic and/or other local languages spoken in South Sudan (e.g. Luo,
    Lotuko, Dinka) is desired.
