AVSI Foundation is an international not-for-profit, non-governmental
organization (NGO) founded in Italy in 1972. Its mission is to promote the
dignity of the person through development cooperation activities, with special
attention to education, according to the social teaching of the Catholic
Church. AVSI has been present in Uganda since 1984, first supporting hospitals
and agriculture projects in Gulu and Kitgum districts, and later expanding
around 1990 to establish the present-day headquarters in Kampala, offices in
Pader, Gulu and Kitgum, and project activities in 12 other districts.
About Programme:
AVSI Foundation has entered into a new partnership with UNHCR and OPM
to implement Education and Protection interventions for South Sudanese refugees
in Palabek Settlement, Lamwo district.
Job Summary: The Social
Worker will be responsible for the community level delivery of timely and
quality protection and education services to South Sudan refugees in Palabek
Settlement, Lamwo district. The successful candidates will report to AVSI
Kitgum office but must be resident of or willing to reside in Palabek Ogili.
Key Duties and
Responsibilities:   
  • The incumbent will identify and register
    PSNs at both the border points and at the reception and supporting PSNs to
    access critical services.
  • Identify of UAM and separated children and
    conduct case management for family re-unification and fostering;
    administer BIA, BID and any relevant assessment.
  • Organize and actively participate in
    community level meetings and sensitization activities related to
    protection, education, child protection and SGBV.
  • The jobholder will also identify and
    report protection concerns; carry out needs assessments and with the
    guidance of protection officers implement appropriate interventions in
    response to the identified protection concerns of the refugees.
  • Organize and facilitate relevant
    protection and education training activities targeting community
    structures in order to build their capacity and encourage affective
    protection networks.
  • Work closely with the local authorities
    and other actors to take appropriate measure to remedy violations and
    address the protection concerns facing the refugees in the settlement.
  • Mobilize communities to enroll children
    into school and encourage regular attendance and involvement of parents in
    following up the progress of their children in school.
  • Regularly monitor school attendance for
    all children but with specific attention to children with special
    education needs.
  • Conduct referral and monitor access to
    critical services by PSNs, UAMs and separated children.
  • Send weekly activity updates to the
    Protection Officers.
Qualifications, Skills and
Experience: 
  • The applicants for the AVSI Foundation Social
    Worker jobs should hold Diplomas in Education, Social Work and Social
    Administration, Social Sciences, Development Studies or a related field.  Possession of a bachelor’s degree in any
    of the above fields is an asset.
  • A minimum of two years of professional
    experience implementing protection and education interventions.
  • Volunteer experience with an International
    Organization is an added advantage.
  • Field data collection/enumeration
    experience is essential
  • High degree of flexibility, good
    communication and interpersonal skills, presentation skills, and ability
    to work under pressure with minimal supervision.
  • Fluency in English and ability to speak
    Arabic and/or other local languages spoken in South Sudan (e.g. Luo,
    Lotuko, Dinka) is desired.
