Office of the Prime Minister with support from the United Nations
Development Programme (UNDP) is implementing a Project on strengthening
Community Resilience to Climate Change and Disaster Risks in Uganda, in
cooperation with key government ministries and departments. Given Uganda’s high
vulnerability to natural and human-induced disasters, the project will
contribute to adaptation, transformation and resilience building by reducing
vulnerability to climate and disaster risk, through provision of integrated and
mutually reinforcing upstream and downstream support to address four
bottlenecks, namely; a) gaps in policies and legal frameworks required to
integrate and provide funding for climate change response and disaster risk
reduction; b) gaps in capacities to implement climate change resilience and
disaster risk reduction in an inclusive and coordinated manner, with guaranteed
effectiveness and efficiency; c) weak capacities for adoption and adaptation of
emerging technologies and methods for low carbon emission and climate change
resilience; and d) weak public response to climate and disaster risk.
Key Duties and
Responsibilities:  
  • Prepares project annual work plans and
    review reports for consideration by the Project Board and Project
    Assurance. In preparing the project annual review report, the project
    manager will ensure that successes, challenges, lessons learnt and best
    practices are documented and incorporated;
  • The jobholder prepares project quarterly
    work plans and progress reports (progress against planned activities and
    budget) and submit to the Project Board;
  • Mobilizes personnel, goods and services to
    initiate activities, including drafting TORs and work specifications; and
    overseeing all contractors’ work;
  • Prepares procurement plans and ensures
    procurement requirements are executed in time;
  • Manages requests for the provision of
    financial resources by UNDP, using advance of funds, direct payments, or
    reimbursement using the FACE (Fund Authorization and Certificate of
    Expenditures) and /or Government of Uganda financial tools;
  • Implements and monitors the activities of
    the project against the approved annual work plan and established quality
    criteria;
  • Keenly monitors events as determined in
    the project monitoring schedule and communication plan, and update the
    plan as required;
  • Regularly monitors financial resources and
    accounting to ensure accuracy, reliability of financial reports and proper
    management of funds consistent with GoU and UNDP requirements and budget
    planning control systems;
  • Prepares and submits financial reports to
    OPM and UNDP on a quarterly basis;
  • Manages and monitors the project risks as
    initially identified in the Project Brief appraised by the External
    Project Appraisal Committee (E-PAC), submit new risks to the Project Board
    for consideration and decision on possible actions if required; update the
    status of these risks by maintaining the Project Risks Log; and
  • Updates the Atlas Project Management
    module if external access is made available.
  • Prepares Final Project Review Reports to
    be submitted to the Project Board and the Outcome Board;
  • Identifies follows-on actions and submits
    them for consideration to the Project Board;
  • Manages the transfer of project
    deliverables, documents, files, equipment and materials to national
    beneficiaries;
  • Prepares final CDR/FACE for signature by
    UNDP and OPM.
  • Performs any other duties as assigned from
    time to time.
Qualifications, Skills and
Experience: 
  • The applicant should preferably hold a
    Master’s degree in one of the following areas; Public Administration or
    Management; Environment management, Social Development Studies; Climate
    change and Disaster Risk Reduction;
  • Possession of Post graduate qualification
    in Project Planning and Management; Monitoring and Evaluation; Procurement
    and Supplies Management; is an added advantage;
  • A minimum of seven years of related
    working experience 3 of which should be at senior level in government or
    international level in a developing country will be preferred;
  • Exceptional communication, interpersonal
    and presentation skills and organizational skills;
  • Ability to coordinate activities involving
    a large contingent of professional consultants drawn around the country
    and/or internationally;
  • Strategic planning and results-oriented
    management profile with strong reporting and financial management skills
  • Previous experience with government-donor
    funded projects, especially with UNDP supported projects will be an added
    advantage.
  • Ability to work independently and under
    pressure.
  • Experience in project management will be
    valuable.
