Job Summary: The Risk and
Compliance Manager – will be responsible for the compliance and governance
health of the Bayport Uganda Business with specific reference to Operational,
Credit, Strategic, Relevant Regulatory and Market and Risks. The incumbent will
initiate, coordinate and report on all risk assessments and be a close partner
to the Country Forensics and Internal Audit Functions.  The incumbent will be the “go to resource” on
all Group Risk and Compliance Matters, internal control matters, Risk and
compliance reporting, reviews, risk acceptability and accommodation vetting and
internal management first and line of defense on implementation and compliance
with country policies.  The jobholder
will also be a member of the Management Risk and Compliance Committee and an
invitee on the Board Audit and Risk Committee
Key Duties and
Responsibilities:   
Risk and Control:
  • Compile Risk Management Plans for all core
    and high risk compliance requirements
  • Enhance and promote a compliance culture
    through awareness activities
  • Expeditiously follow up and close on any
    compliance / Audit related findings or action items
  • Advise business on any changes in set
    standards/ local requirements (throughout the year)
  • Identify business impact for new
    regulatory requirements and escalate upwards as necessary
  • Proactively identify control deficiencies
    both within the organization and external sources and take necessary steps
    to address them.
  • Identify changes in the pattern of losses,
    analyze trends affecting the segment and take the necessary steps to
    prevent a recurrence.
  • Keenly monitor Continuity Management plans
    and close identified gaps
  • Prepare and submit monthly and quarterly
    reports to CEO and other stakeholders on company activities within the
    country
  • Recommend process improvement areas
    including deletion of obsolete policies and procedures to the CEO.
  • Identify and assess the compliance risk
    associated with the organization’s current and proposed future business
    activities, including new products, new business-relationships and any
    extension of operations or network;
  • Establish written guidelines to staff and
    service providers on the appropriate implementation of reaching it as far
    as is the laws, regulations, rules and standards through policies and
    procedures (compliance manual, code of conduct);
  • Keenly monitor compliance with internal
    policies, procedures and guidelines by performing regular and
    comprehensive compliance risk assessment and testing; report the results
    on a regular basis and promptly as necessary to management and, where
    necessary, the Board of Directors;
  • Establish and / or supervise appropriate
    compliance checks and controls.
  • Develop and maintain an effective support
    mechanism to enable closure of all compliance related exceptions raised
    within the Organization
  • Report non-compliance to the requisite
    departments
  • Provide effective and accurate Feedback,
    Reporting & Escalation
People Management:
  • Support the training and coaching of staff
    on the product offering, work flow, procedures and processes of the
    segment
  • Identify knowledge/skills gaps and work
    with the Virtual Branch Manager and HC Business Partners to recommend
    appropriate interventions.
  • Manage the handover process in accordance
    with laid down procedure
  • Manage the on-boarding and probation
    process for new and existing employees
  • Make talent recommendations to the
    Regional Manager and the HRBP
  • Take part in the unit’s recruitment
    processes whenever applicable
  • A member of the unit disciplinary
    management committee. 
Qualifications, Skills and
Experience:  
  • The ideal candidate for the Bayport
    Financial Services Bayport Financial Services Uganda Risk and Compliance Manager
    job placement should hold a Bachelor’s degree in a business related field
    from a recognized university.
  • Possession of Certificate in Fraud Examination
    is an added advantage
  • At least five years’ experience in the
    Risk and Compliance Department at a senior level, preferably at a
    Functional Head level in a regulated Banking or Financial industry
  • Certified Risk and Compliance training
    will be an added advantage,
  • Practical and demonstrable knowledge and
    experience with the current industry regulatory, statutory and governance
    universe in Uganda,
  • The applicant must be a mature and sober
    resource with proven and an impeccable level of professional integrity and
    work ethics, able to work with minimum supervision.
