About DRC:
The Danish Refugee Council (DRC) is a private, independent,
humanitarian organization working on all aspects of the refugee cause in more
than 36 countries throughout the world. The aim of DRC is to protect refugees
and internally displaced persons (IDPs) against persecution and to promote
durable solutions to the problems of forced migration, on the basis of
humanitarian principles and human rights. DRC works in accordance with the UN
Conventions on Refugees and the Code of Conduct for the ICRC and NGOs in
Disaster Relief.
Job Summary: The Protection
Manager will lead the DRC in implementing its protection activities and
protection strategy.  The incumbent will
contribute to the achievement of DRC’s humanitarian and protection n and
responsible for the planning, development and implementation of the Protection
sector.
Key Duties and
Responsibilities:  
Project Delivery:
  • Overall day-to-day management of DRC’s
    Protection projects and direct manager for staff members. This includes
    coaching, ensuring co-ordination between staff, in various geographical
    areas, recruiting, and developing staff. 
  • Ensure the required resources are
    allocated to the program to permit an efficient and effective
    implementation of DRC protection operations. This will be undertaken in
    close cooperation with relevant departments; such as Logistics, Finance-Administration,
    Human Resources and Safety Staff.
  • The incumbent will design a systematic
    referral mechanism for actors providing assistance to vulnerable
    populations;
  • Undertake protection monitoring
    activities; including conducting interviews and missions to the field;
  • Keenly monitor, analyze and provide
    reports on the protection conditions for refugees and other persons of
    concern;
  • Write, supervise and endorse relevant
    financial and narrative reporting on all protection related interventions.
  • Enhance the quality of protection
    programming throughout the project cycle.
  • Provide overall budget monitoring,
    financial management and expenses control including compliance with
    minimum DRC and donor requirements.
  • Significantly contribute to the process of
    applying for funding and broadening the funding basis under the
    supervision of the Head of Programme.
  • Guided by the DRC Project Handbook and the
    Sphere Handbook, continuously monitor and develop relevant accountability
    initiatives in the field as well as strengthen efforts to document the
    impact of activities and DRC’s presence.
  • Provide linkages with protection
    counterparts in other humanitarian organisations, local actors and within
    government structures.
  • Ensure DRC staff adheres to the DRC
    principles, Code of Conduct, Project and Operation Handbook.
Representation:
  • Represent DRC 
  • Build and maintain constructive
    relationships with municipalities, other local government institutions,
    local NGO partners, other international organizations, in coordination
    with the other team members;
  • Ensure DRC’s principles and approaches to
    emergencies are integrated into the response.

  • Follow the humanitarian principles,
    standards and guidelines that DRC is committed to, and ensure these are
    adhered to by DRC staff, partner staff and volunteers

Monitoring and Evaluation:
  • Ensure transparency and accountability
    tools, processes and mechanisms to affected communities are in place
  • Ensure equal participation by all segments
    of the community, taking into consideration issues regarding gender, age,
    clan and tribal and religious affiliations.
  • Regularly monitor project activities and
    provide timely inputs and feedback to the Area Manager (AM) and Head of
    Programmes (HoP)
  • Work closely with HoP and M&E Officer
    to ensure M&E plan is being implemented, data is being collected from
    the field and regular reports are being produced.
Staff Supervision:
  • Provide management and overall supervision
    to DRC’s Protection Team, including mobile teams;
  • Identify staff training needs as and when
    appropriate; 
  • Carry out regular field visits to support
    staff and monitor implementation of the response

  • Build the capacity of local duty bearers
    through on-going one-on-one support and coaching and identify project
    beneficiaries.  
  • Undertake any further duties as the line
    manager sees fit. The position duties are flexible to a degree to allow
    the candidate to develop skills they personally identify. This can be
    arranged in discussions with the line manager. 
Qualifications, Skills and
Experience:
  • The ideal candidate for the Danish Refugee
    Council (DRC) Protection Manager career placement must hold a University
    Degree in Human Rights, International Law or related field
  • Master’s Degree will be an add advantage
  • A minimum of three years of proven and
    successful track record of protection experience in the
    Humanitarian/Development sector;
  • Good computer skills (Excel, Microsoft,
    PowerPoint and Outlook);
  • Ability to manage large, multi-cultural
    teams in a changing environment;
  • Previous experience working with national
    partners, local/government authorities, and UN organisations. Previous
    experience with UNICEF advantageous;
  • Experience in project development and
    proposal writing;
  • Full proficiency in spoken and written
    English;
  • Excellent communication skills and ability
    to conduct training;
  • Good organizational and people management
    skills.
  • Able to work independently and
    energetically; 
  • Demonstrated ability for rapid analysis of
    complex issues, strong decision-making, and translation of programmatic
    learning and priorities into operational strategies;
  • Experience in accountability and
    verification systems in humanitarian operations.
