About USAID RHITES-EC Project:
University Research Co., LLC (URC) is implementing the USAID Regional
Health Integration to Enhance Health Services in East Central Uganda Project
(USAID/Uganda RHITES-EC) whose aim is to support the implementation of a
comprehensive integrated investment in regional 
health, nutritional assistance and HIV/AIDS programs. The five-year
project targets 11 districts in East Central Uganda with an estimated total
population of 4.1 million through a district-based integrated package of
quality health, nutrition, HIV / AIDS and childe development services.
Job Summary: The Monitoring
and Evaluation Advisor will provide support in design of the project’s
monitoring and evaluation agenda and creation of systems to ensure that data to
measure the project’s output, process, outcome and impact is routinely and
systematically collected, analyzed and presented to program staff, partners and
donors.
Key Duties and
Responsibilities:  
  • Keenly monitor the implementation of the
    RHITES-EC Activity Monitoring, Evaluation and Learning Plan (AMELP),
    including managing efforts to collect relevant data, manage information
    and use it to prepare periodic progress reports;
  • Work closely with project staff to design,
    implement and maintain a robust M&E system that excels in capturing
    and tracking project’s progress in program implementation;
  • Ensure that all stakeholders in the
    collection and management of data to be used by the project have a clear
    understanding of the AMELP, including the results framework, indicators
    and data collection processes and tools;
  • Manage the data collection, analysis and
    reporting of routine M&E data according to the project’s AMELP;
  • Carry out data verification, validation
    and other quality control exercises and provide support towards improving
    the quality of site /facility and program level data;
  • Conduct Data Quality Assessments (DQA) of
    data collected and ensure quality control measures are in place and
    observed;
  • Actively contribute to the Learning
    activities including operations research studies;
  • Ensure that data needed by the donor and
    other stakeholders is captured in the relevant systems: DHIS2, DATIM4U,
    HIBRID, TRAINET, PRS;
  • Track project performance against targets
    using the AMELP and timely provide data to the technical advisors and the
    Senior Management Team to inform timely decision making;
  • Work in liaison with the project’s
    Knowledge Management Specialist during the writing of the progress
    reports, and provide suggestions and recommendations as per the M&E
    findings;
  • Contribute to the compilation of the
    RHITES-EC’s periodic expenditure analysis reports;
  • Support activities for disseminating
    results and lessons learned;
  • Prepare and ensure timely submission of
    project performance monitoring plans, including review of the project’s
    AMELP;
  • Actively contribute to monthly, quarterly
    and annual workplans development and preparation;
  • Work with the project’s MEL team to determine
    technical and logistical needs for strengthening the project’s M&E
    system;
  • Keenly track the performance on
    implementation of activities of the Monitoring, Evaluation and Learning
    (MEL) team.
Qualifications, Skills and
Experience:
  • The applicants for the USAID RHITES-EC
    Monitoring and Evaluation Advisor career opportunity must hold a Master’s
    degree in Statistics, Demography, Epidemiology, Public Health or other
    related field;
  • A minimum of six years’ experience in
    monitoring and implementing programs in the field of health services.
  • Proven skills in developing project
    M&E plans;
  • Demonstrated ability to assess priorities
    and manage a variety of activities in a time-sensitive environment and
    meet deadlines with attention to detail and quality;
  • S/he must have strong writing and
    organization skills for reporting on program and study results;
  • Familiarity and experience with
    USAID/PEPFAR reporting regulations and requirements;
  • Proficiency in using statistical analysis
    packages (STATA, SPSS, EPI-info) and data management skills;
  • Previous experience and working
    relationship with partners & stakeholders in health system
    strengthening.
