With its projects in development cooperation, it works in the areas of food
security, water, climate protection, disaster prevention and migration as well
as education for children and adults. It provides emergency relief in disasters
and is actively involved in reconstruction work.
Caritas Switzerland has been engaged in Uganda since 1994. Its program
targets vulnerable groups, namely youth (adolescent mothers, vulnerable girls,
and young prisoners), women and extremely poor community members, with a
regional focus particularly but not exclusively on the greater north of Uganda.
In its 2017-2020 strategy, Caritas Switzerland will concentrate its efforts on
the thematic fields of Education and Income, and Food Security and Markets.
Job Summary: The Monitoring
and Evaluation Advisor is the resident expert in Monitoring, Evaluation and
Learning for Caritas Switzerland’s (CACH) Uganda Program.  As such, he or she is responsible for the
design, development and implementation of effective monitoring and evaluation
systems and the capacity building of partners, in order to meet the accountability
requirements of Donors and ensure the quality, continuous improvement and
impact of our programs.  The role
dedicates 25% of its time to supporting the quality implementation of the
EU-project under Advance Afrika.
Key Duties and
Responsibilities:  
  • Tasked with analysing learning from our
    programs & projects, and keeping abreast of emerging understanding in
    the fields of M&E and International Development, in order to inform
    evidence based decision making
  • Actively participate in the design of
    projects; aiming to develop an impactful portfolio that will respond to
    beneficiaries needs, state of the art program design, and the priorities
    of the donor community
  • Build the capacity of partners to develop
    and implement highly effective Monitoring & Evaluation so as to
    enhance project impact, quality and Donor compliance
  • Collect, analyse, report and store
    monitoring & evaluation data in an ethical manner that responds to the
    project design and donor needs; reflecting an accurate picture of the
    situation on the ground, supporting project redesign if necessary
  • Understand the information needs of
    stakeholders and provide them with accurate, timely and well-presented
    verbal or written reports
Qualifications, Skills and
Experience: 
  • The ideal candidate must hold a Master’s
    Degree in Business Administration, Statistics
  • Post Graduate Diploma in Monitoring &
    Evaluation if the first degree is not in Monitoring & Evaluation
  • At least four to eight years’
    post-graduation experience of monitoring and evaluation of donor funded
    programs
  • Proven experience in supervising and / or
    leading a Monitoring and Evaluation 
    function
  • Proven abilities and skills in providing
    Advisory / Consultancy Services to stakeholders
  • Previous exposure and experience in data
    and information quality management techniques and business engineering
    (process review and alignment)
  • Proven experience in managing start up’s
    as well as developing Integrated Monitoring and Evaluation systems into
    project design – especially development of Log Frames and knowledge
    management systems
  • Prior experience in a leadership role
    managing teams
  • Demonstrated keen understanding and
    experience of business environments with ability to interpret risk
  • Knowledge and skills in program planning
    and development 
  • Knowledgeable and experienced in knowledge
    management  and transfer
  • Be abreast and up-to-date with
    understanding and appreciation of international development and emergent
    thinking in sustainable development
  • Proven track record in facilitating and
    managing  capacity building
    interventions for  partners in
    monitoring and evaluation through the deployment of relevant learning
    techniques/ skills (coaching, facilitation)
  • Demonstrated strong analytical and report
    writing abilities / skills
  • Demonstrated skills in training design,
    delivery and monitoring / follow up
  • Knowledge of research methods and
    techniques
