About US:
DanChurchAid (DCA) is a faith-based Danish INGO working closely with
church-based as well as secular NGOs in Uganda and in the Great Lakes region.
Their programmes cover two main areas: Active Citizenship with a strong focus
on good governance and democratization, and Food Security including
Humanitarian and Transitional Responses to conflict and natural disaster.
DanChurchAid has supported emergency relief and development programmes in
Uganda since 1979. DanChurchAid works through partners and with a gender-inclusive
rights-based approach, which is mainstreamed throughout all DanChurchAid
programme types as well as within the organization.
Job Summary: The Finance
& Support Manager is overall responsible for financial, budget,
administrative and logistics management in the growing Yumbe field office,
currently with a annual turnover of approx. USD 3 mill. The incumbent ensures
efficient communication, coordination and planning across support teams and is
responsible for capacity development of support staff. The support team
currently has 13 staff.
Key Duties and
Responsibilities:  
Finance:
  • Ensure daily recording of expenditures in
    accordance with international standards
  • Ensure that expenditures are in line with
    project budgets
  • Establish/follow procedures for monitoring
    and reporting of expenditures to the donors, the Team Leader, and Kampala
    office
  • Prepare and submit timely financial
    reports to the donors
  • Read and understand donor contracts and
    donor requirements for financial management, eligibility of expenditures
    and reporting
  • Tasked with the preparation of overall
    office budget and donor budgets in cooperation with the Team Leader, Head
    of Finance and Country Director in Kampala
  • Provide support in the development of
    budgets for new project proposals
  • Implement financial policies and
    procedures, as per donor and DCA requirements
  • Manage and monitor cash flow
  • Ensure transparent day-to-day and
    cumulative budget monitoring
  • Ensure that the finance unit effectively
    meets the needs of project staff to deliver high quality assistance to
    beneficiaries
  • Cooperation with and support to DCA’s
    partners and consortium members
 Logistics:
  • Ensure that procurement is done according
    to donor requirements and in compliance with DCA Procurement manual
  • Ensure that equipment and cars used by the
    support unit are functional
  • Supervise and oversee logistics department
  • Supervise procurement in coordination with
    the Kampala Procurement/Logistic Officer
  • Ensure that logistics manual is adhered to
    within the programme
Administration:
  • Management and development of the
    administrative support systems for the office
  • Oversee administrative personnel
    procedures and maintain personnel files
  • Ensure that staff disciplinary actions in
    the office are executed in accordance with DCA Staff Policies and the
    Labour Law.
  • Assist and support recruitment and
    contracting of national staff as provided for in the project budgets
  • Regularly monitor that DCA policies,
    guidelines and Code of Conduct are implemented, and that DCA operates in
    compliance with local labour laws
  • Ensure that new staff and visitors are
    assisted with travel planning and in obtaining necessary immigration
    documents
  • Provide briefings and updates on
    administrative matters to the Team Leader and to the Kampala office
Personnel:
  • Supervise national financial,
    administrative and logistic staff
  • Promote team building and good working
    environment
  • Capacity and competence building of
    national financial, administrative and logistic staff
     
Qualifications, Skills and
Experience:
  • The applicant for the DanChurchAid (DCA)
    Finance and Support Manager job opportunity should hold a relevant
    bachelor’s or master’s degree (i.e. finance, economics, business,
    management or other relevant subject)
  • A minimum of three years of related
    experience in a financial management capacity preferably with an
    international non-governmental organisation (INGO)
  • Profound knowledge of accounting
  • Proven skills in motivating, guiding and
    managing teams.
  • Previous experience of working in
    developing countries, specifically in Africa, will be considered an
    advantage
  • Previous experience from working with
    financial software systems
  • Broad understanding of and familiarity
    with the principles of international financial standards
  • Proven ability to understand and adapt to
    local customs and cultural settings
  • Diplomatic, patient and persistent
    personality
  • Ability to handle a growing office and
    fast-moving work environment
  • Fluency in spoken and written English
