Job Summary: The Emergency
Finance Delegate will support the Uganda Red Cross Society and IFRC to respond
to the influx of South Sudanese refugees by providing support on financial
management procedures and processes necessary to the Emergency Appeal.
Key Duties and
Responsibilities:  
  • Work in close collaboration with IFRC
    Finance (Nairobi), IFRC Operations Manager and Uganda Redcross (URCS)
    Finance Director, monitor expenditure against budget including specific
    pledge commitments for expenditure and reporting on the appeal. In
    addition, provide support on prioritizing expenditure, based on committed
    funding to the appeal.
  • The incumbent will also support URCS in
    submitting detailed financial plans forecasts, before funding is released
    to the URCS in limited tranches.
  • Support the NS with effective and timely
    releasing of funds from URCS HQ to the URCS branches.
  • Coordinate with Logistics on the
    purchases/procurements and ensure supporting documents are in compliance
    with Federation financial procedure. (eg. CoC, CBA, 3 Quotations,
    Authorisation, etc.)
  • The jobholder will also record and report
    separately on Emergency Appeal operation financial commitments (external
    MoUs, pipeline purchase orders, program commitments, etc.) and be fully
    aware of possible commitments and planned ventures.
  • Work in liaison with URCS finance and IFRC
    finance (Nairobi) enforce the monthly clearance of working advances (incl.
    the correct coding of expenses) by the URCS and its submission to IFRC (Nairobi),
    before forwarding additional funds. Sample checking of supporting
    documentation. Ensure quality assurance of financial returns.
  • Conduct regular field visit to support
    financial management, processing of returns and coach branch.
  • Provide training and on the job-support to
    the National society on IFRC’s financial management and procedures.
Qualifications, Skills and
Experience: 
  • The ideal candidate for the International
    Federation of Red Cross and Red Crescent Societies (IFRC) Emergency
    Finance Delegate job opportunity must hold a relevant University degree
  • IMPACT course (or equivalent knowledge)
  • Professional qualification in finance or
    accounting
  • At least five years’ experience working
    for a humanitarian aid or local organization on empowerment and
    community-driven capacity building.
  • Technical background in Finance.
  • Significant exposure and experience
    working as a finance delegate manager, preferably in a remote or isolated
    emergency context and/or in a refugee camp setting.
  • Working knowledge of IFRC’s financial
    rules and procedures and knowledge and experience of Business Objects,
    CODA & Fed Budget
  • Extensive experience of budget
    preparations, cash-flow statements & financial plans
  • Previous experience with monitoring
    expenditure against budget including specific pledge commitments for
    expenditure and reporting on the appeal, developing forecasts and clearing
    working advances.
  • Experience building and maintaining strong
    cooperative and professional relationships with local and international
    partners
  • Previous experience of developing
    financial reports
  • Experience of working for the Red
    Cross/Red Crescent Movement
  • Knowledge, skills and languages
  • Knowledge of / experience with IFRC
    financial systems and procedures
  • Self-supporting in computers (BO, Apple, Windows,
    spread sheets, word-processing, e-mail)
  • Strong demonstrable skills and expertise
    in financial capacity building in emergencies
  • Excellent communications skills and
    ability to sensitively negotiate complex situations
  • Skills in mentoring and developing staff
  • Creativity and the ability to work with
    limited resources
  • Willingness to spend 6 months in a
    difficult, remote environment with minimal access to a main town
