line with vocational education, teacher training, hands-on engineering, special
needs training, social sciences, pure and applied sciences, entrepreneurship
and management that meet the Market remands and development needs of the
Country. The Strategic Focus Areas of the University include: Teaching
Learning; Research, Innovation and Knowledge Generation; Physical
Infrastructure, Facilities and ICT Development; Institutional Development and
Strategic Marketing.
Job Summary: The Director
Information Communications Technology Services will oversee and direct the
overall operations and provision of information and communication technology
services in the University.
Key Duties and
Responsibilities:  
  • Formulate the development and review of
    the University’s ICT policy, guidelines, regulations and rules.
  • Oversee operational and strategic planning
    for the University’s ICT processes, systems and procedures.
  • Manage and provide oversight for the
    implementation of an ICT security strategy and disaster recovery plan.
  • Manage the implementation of all ICT
    projects within the University.
  • The incumbent will also ensure the
    development, implementation and maintenance of all policies related to ICT
    services including procurement, distribution and asset management.
  • Manage the implementation and maintenance
    of technology infrastructure in line with the University’s Master Plan.
  • Create opportunities for applied research
    with a strategic focus for in-house staff development and career growth.
  • Develop and manage planning and budgeting
    for the University’s ICT equipment and services to ensure optimal
    utilization of resources.
  • Ensure continuous improvement of the
    quality and cost efficiency of the ICT services including service level
    agreements.
  • Direct and supervise all staff to ensure
    that they fulfill their mandates in the ICT Directorate.
  • Manage the Secretariat to the ICT
    Implementation Committee.
  • Build and maintain linkages and
    collaborations with other institutions and ICT industry players in order
    to foster business development.
  • Lead the development of Business Plans for
    DICTS and provide technical guidance on business development activities.
  • Develop in liaison with the Directorate
    Human Resource a formalized training program for technical support staff
    and all users with the aim of raising skills, standards and awareness in
    the use of ICT applications.
  • Work in liaison with the Directorate of
    Planning and Development to attract donors and funding agencies to
    mobilize resources for ICT activities.
  • Perform any other related assignments as
    may be assigned from time to time by the Deputy Vice Chancellor.
Qualifications, Skills and
Experience: 
  • The applicant must hold a Masters in ICT
    in Telecommunication Engineering, Computer Science, Information Technology
    and Electrical Engineering with a minimum of 8 years’ relevant working
    experience. A PhD in an ICT related field will be an added advantage.
  • Show genuine passion about the vision and
    successfully instills in others to align the organization with the changed
    vision
  • Ability to direct the University towards
    achieving its overall objectives.
  • Demonstrates ability to monitor and take
    corrective action to ensure adherence to organizational values, norms and
    principles.
  • Work closely with other members of the
    Directorate and the University.
  • Sets up new procedures and establishes a
    system for measuring and monitoring compliance.
  • Communicates and reinforces standards.
  • Good interpersonal and communication
    skills
  • Seeks out opportunities to address complex
    and /or ambiguous situations in which to apply current knowledge as a
    means of updating and expanding expertise.
  • Uses the network to identify
    opportunities, gather information and seek input to problems with a view
    to sustaining University Service excellence.
  • Ability to assess, model and integrate
    appropriate hardware and software
  • Demonstrates organizational skills to
    priorities tasks and is able to explain technical issues clearly.
  • Understands and promotes ethical and legal

    in educational functions and business processes
  • Demonstrates understanding of emerging
    technologies.
  • Demonstrates management skills of ICT
    related projects and systems.
  • Understands the current trends of ICTs in
    terms of software, platforms and developing World of special needs.
  • Ability to identify clear expenditure
    priorities, funding, monitor and evaluate budget performance and cause
    remedial action.
  • Has practical skills and knowledge of
    working the developments of applications that automate and integrate all
    university business process such as Online Admissions, Online Payments,
    Online Registrations, Results Management Systems, e-Learning Platform,
    Human Resource Management System, Library Management, ID Processing,
    Students Records and Identification Systems, Inventory Management System,
    Mobile Applications, Medical Management Systems, Financial Management
    Systems and so on
  • Large Scale IT based Project Management
    for Education
  • ICT Research and Innovation Capacity
    Development
  • Design of processes for the appropriate
    use of ICT equipment, facilities, and materials for University Activities
  • Practical Knowledge and skills of
    conducting tests and inspections of ICT products, services, or processes
    to evaluate quality or performance
  • Practical Knowledge and skills of
    determining how a system should work and how changes in conditions,
    operations, and the environment will affect outcomes
  • Age: Between 40-55 Years
