About USAID RHITES-E Project:
IntraHealth International will implement the USAID RHITES-E which
supports the Government of Uganda (GOU) and key stakeholders to increase
availability and utilization of high quality health services in 21 districts in
Eastern Uganda and 2 in Karamoja by strengthening health systems and improving
the quality of, access to, and demand for health services with attention to
equity and underserved populations.
Job Summary: The Maternal,
Newborn and Child Health (MNCH), Reproductive Health (RH), and Family Planning
(FP) Officer will support the implementation of MNCH, RH and FP activities by
providing mentorship, technical support and supervision to facilities supported
by the RHITES-E Project. The incumbent will plan and coordinate project
activities in close collaborating with the Cluster Team Lead and will work
closely with the FP Advisor and MNCH & Nutrition Advisors, MoH district
management teams, sub grantee partners and health facilities. The jobholder
will work with the RHITES-E technical team, the districts and health facilities
to address the lack of skilled birth attendance, quality of emergency obstetric
and newborn care, respectful care during childbirth, integration of FP, HIV,
TB, and Malaria  interventions with MNCH,
scale up of essential newborn care including newborn resuscitation, and
community-based approaches to newborn care. S/he will also support activities
in child health with a focus on household and community approaches to improve
child health including: Integrated Community Case Management, diarrheal disease
control, and the smart integration of these program components with other
health programs such as those addressing HIV and AIDS, including consideration
of the prevention of mother- to-child transmission of HIV (PMTCT).
Key Duties and
Responsibilities:  
  • Offer timely technical and logistics
    support to the districts within the cluster, DHMTS and health facilities
    to support integration of MNCH, FP into HIV, TB and Malaria interventions.
  • Work in liaison with the technical leads,
    identify key challenges and opportunities for the integration of MNCH, RH,
    and FP.
  • During day-to-day interactions with
    district teams, sub grantees and health facilities, continually help to
    identify specific constraints and issues impeding progress in achieving
    desired health outcomes related to MNCH, RH, and FP and seek solutions.
  • The incumbent will also provide technical
    and logistical support during MCH, RH, and FP trainings and other
    activities.
  • Actively participate and provide
    logistical support in the planning and implementation of assessments,
    operations research, and knowledge management activities.
  • Collaboratively work with the Cluster
    Lead, potential partners (community, faith-based, government, private
    sector) to facilitate quality implementation and reporting of MNCH, RH and
    FP.
  • Maintain a database of MNCH/RH/FP
    stakeholders and develop an effective communication channel to keep these
    stakeholders involved and participating in forums.
  • Take part in quality assurance/quality
    improvement of MNCH, RH and FP interventions under the RHITES-E Project.
Qualifications, Skills and
Experience:
  • The applicants for the USAID RHITES-E
    MNCH, RH and Family Planning (FP) Office career opportunity must hold a
    Degree in Nursing or Diploma in Clinical Medicine or a degree in public
    health, social sciences
  • At least four years’ experience
    implementing maternal child health FP and RH programs
  • Previous exposure and experience in
    training and mentorship of health care workers on RMNCH, FP, RH program
    areas 
  • Previous work with development agencies,
    NGOs. Experience working with USAID-funded activities is preferred.
  • Previous community mobilization
    experience.
  • Strong writing and organizational skills
    for writing case studies, documenting lessons learnt and reporting on
    program results.
