About US:
The Uganda Revenue Authority (URA) was established by the Uganda
Revenue Authority Statute of 1991 and set up in September of the same year as a
central body for assessment and collection of specified revenue, to administer
and enforce the laws relating to such revenue and to provide for related
matters. This statute incorporated all the laws that were in force then
regarding tax collection. The new organization (URA) amalgamated the three tax
administration departments that were responsible for all the taxes collected by
the Central Government of Uganda.
Job Summary: The Officer –
Language Specialist will implement tax policies and regulations while providing
language translation services in support of the assessment, collection, and
recovery of taxes in line with the URA Policies in order to improve revenue
performance and taxpayer compliance.
Key Duties and
Responsibilities:  
  • Oversee the development of specialist tax
    payer information and education programs targeting specific tax payer
    communities.
  • Manage the design and translation of
    specialist tax payer information for targeted tax payer communities.
  • Act as a resource person on the team
    handling critical tax payer audit programs.
  • Offer technical guidance to management on
    the most effective ways to reach out and support the targeted tax payer
    communities and to promote relations with URA.
  • Provide consultation and/or technical
    assistance to colleagues and community stakeholders in the area in the
    implementation of tax programs.
  • Render support in the development and
    dissemination of culturally and linguistically appropriate tax literature
    and educational materials.
  • Develop connections and formal or informal
    agreements with specific tax payer communities, ethnic, culture and other
    diverse groups in the community.
  • Create mechanisms to receive cultural
    community input that informs the design and implementation of the tax
    administration initiatives.
  • Develop education and outreach strategies
    and partner with cultural and community/ neighborhood leaders and
    organizations to foster partnerships and coordination so that the cultural
    community is included in the development and implementation of the tax
    administration programs.
  • Provide support in the development of a
    training plan and training performance standards and offer technical
    assistance to deliver the appropriate trainings and serve as a trainer.
Qualifications, Skills and
Experience: 
  • The
    applicants for the Uganda Revenue Authority (URA) Officer –
    Language Specialist jobs should
    possess Bachelor’s degrees in humanities or education with a bias
    in languages and or mass communication
  • The candidates must be fluent in both
    written and spoken capability for any of the two languages of hindi or
    chinese (mandarin/Cantonese).
  • Professional qualifications in any of the
    areas of Taxation Administration, Accounting or Information systems audit,
  • Specialized training in any of the areas
    of customer care, data analysis, audit, fraud examination, or project
    Management
  • At least two years’  experience of working with clients who
    speak the respective languages (Chinese or hindi).
  • Broad knowledge of cultural and linguistic
    competence principles and concepts
  • Knowledge of organizational change
    principles and concepts.
  • Extensive knowledge and expertise in the
    use of multimedia systems for communication including social media
  • A bias for obtaining results with a strong
    quality focus
  • Highly analytical skills
  • Mature and assertive
  • High degree of integrity
  • Team leadership capability
  • Ability to manage a rapidly changing
    environment/emergency
  • Disciplined personal life
