About PEPFAR Project:
PACE is part of a consortium that is implementing a (5+ years) project
aimed at reducing the HIV incidence, and mortality related to HIV and TB and
develop capacity for the region and the country to plan, coordinate and sustain
HIV epidemic control. The program will accelerate Epidemic Control in Mubende
Region under the President’s Emergency Plan for AIDS Relief (PEPFAR). In
partnership with Mildmay Uganda and support from CDC, PACE’s primary role will
be to PACE’s to strengthen community systems to yield high HIV case finding,
linkages and community based support for retention in HIV care and prevention.
Job Summary: The Community
Data Officerwill support the Community Data Management Supervisor in operationalizing
the community engagement data management systems, guidelines and activities in
line with the project M&E framework.
Key Duties and Responsibilities:  
  • Provide support in the development and
    implementation of data management plans for community organizations and
    partners under this project.
  • Support data management work performed by
    project staff and community partners and input data collected in line with
    data management procedures
  • Ensure data system (community tools, entry
    screens) are available and operational
  • Manage data entry works/teams through
    coaching and mentorship of community based organizations.
  • The jobholder will also troubleshoot data
    submission errors and error issues and check for discrepancies, defects in
    data on a monthly basis in specified timelines.
  • Perform and document procedures for data
    preparation including data cleaning, standardization and regularly back up
    data.
  • Responsible for quality control procedure
    (including, but not limited to, random phone calls to check data, and also
    checking data entry quality)
  • Tasked with data reporting and analysis
    including use of GIS/ spatial data
  • Understand and ensure privacy law and
    standard
  • Prepare and submit weekly, monthly, annual
    data reports and ad-hoc reports as required and participate in preparation
    and presentation of data, when applicable.
  • Render support in the preparation of data
    for statistical review and/or data management audit
  • Conduct data reflection and utilization
    activities with project stakeholders to ensure overall project learning
    and growth
Qualifications, Skills and
Experience: 
  • The ideal candidate for the PEPFAR Community
    Data Officer job opportunity should hold a Bachelor’s degree in Economics,
    Statistics, Computer Science, Information Technology or Business
    Administration.
  • Prior
    experience in data management in donor funded program with experience in
    DHIS2
  • Previous
    experience in data use for decision making in HIV Care programs
  • Working
    knowledge of use of word processing, spreadsheet software programs
  • Applicable
    knowledge working with statistic databases such as STATA, SPSS etc.
  • Highly
    motivated, willing to learn, good team work, able to develop others, service-
    oriented and able to work under high pressure and within a limited time
    frame
  • Excellent
    communication skills, written, verbal and presentation
  • Ability
    to build relationships with stakeholders.
  • Keen
    attention to detail and ability to work accurately.
  • Ability
    to work independently and as part of a team
