About PEPFAR Project:
PACE is part of a consortium that is implementing a (5+ years) project
aimed at reducing the HIV incidence, and mortality related to HIV and TB and
develop capacity for the region and the country to plan, coordinate and sustain
HIV epidemic control. The program will accelerate Epidemic Control in Mubende
Region under the President’s Emergency Plan for AIDS Relief (PEPFAR). In
partnership with Mildmay Uganda and support from CDC, PACE’s primary role will
be to PACE’s to strengthen community systems to yield high HIV case finding,
linkages and community based support for retention in HIV care and prevention.
Job Summary: The Community
Data Management Supervisor will primarily develop and lead implementation of
the community engagement data management system, guidelines and activities in
line with the monitoring, evaluation and learning framework.
Key Duties and Responsibilities:  
  • Develop standard operating procedures for
    operationalization of the project M&E framework.
  • Train, coach and mentor data management
    officers, and community based organizations in operationalization of the
    data management system.
  • Keenly monitor implementation of community
    engagement activities in collaboration with key stakeholders against
    activity standard procedures.
  • Develop, facilitate and support project
    quality improvement activities.
  • The incumbent will also facilitate data
    reflection and utilization activities with project stakeholders to ensure
    overall project learning and growth
  • Carry out and document data quality
    assurance checks at collection, compilation and entry in line with the
    project M&E SOPs.
  • Routine data analysis including use of GIS
    / spatial maps to facilitate data use in line with project needs.
  • Prepare and submit cluster performance
    reports, summaries and disseminate results to project stakeholders.
  • Keenly review and update data entry
    screens and guidelines for entering, validating and manipulating program
    data consistent with data collection forms
  • Program supervision tools into electronic
    format and develop decision making support tools to ensure timely and data
    driven decisions.
Qualifications, Skills and
Experience: 
  • The ideal candidate for the PEPFAR
    Community Data Management Supervisor job placement should hold a
    Bachelor’s degree in Economics, Statistics, Social sciences, Computer
    Science, Information Technology or Business Administration. A post
    graduate diploma in M&E is an added advantage.
  • Previous exposure and experience in HIV Care M&E
    systems.
  • Proven
    experience in M&E system development and implementation and the use
    of IT systems including spread sheets, databases and working with
    statistic databases such as STATA, SPSS especially in NGO
  • Prior
    experience in M&E data management in donor funded program is
    preferable
  • Prior
    experience in data use for decision making in HIV Care programs
  • Working
    knowledge of DHIS2, Open MRS software used government of Uganda data systems
    in HIV care.
  • Excellent communication skills, written, verbal and presentation
  • Ability
    to build relationships with stakeholders within the organization.
  • Evidence
    of taking decisions at the right time based on the information available.
  • Keen
    attention to detail and ability to work accurately.
  • Ability
    to work independently and as part of a team
  • Result
