Job Summary: The Response
Director will provide strategic leadership to program design, management,
Implementation and coordination of response programs in West Nile-Uganda to
meet humanitarian needs in a timely, efficient and effective manner. The
Response Director (RD) has a primary responsibility of managing the response
from strategy development to implementation and oversight of all aspects of the
response. He/she will develop and maintain an efficient, cohesive team, whilst
ensuring effective coordination of activities and relationship building with
the other agencies, officials, beneficiaries, donors and all areas of the
partnership.
Key Duties and
Responsibilities:  
Leadership:
  • Prepare a human resource development plan,
    and manage staff development /growth in order to build a cadre of high
    performing staff.
  • Provide leadership to the response team to
    ensure relief program implementation in a coordinated and effective
    manner.
  • Ensure that relief programs are in
    alignment with government relief and recovery plans, and where appropriate,
    relief programming is contributing to the formulation and implementation
    of those plans.
  • Provide overall strategic management to
    the Cat II response for South Sudanese Refugee Response in conjunction
    with the National Security Manager, ensure that appropriate security
    measures are in place and undertaken during the response.
  • Guide the Senior Leadership Team on
    strategic directions of the emergency response.
Program Management:
  • Take lead in the development and review of
    the annual operation plans and budgets of projects and programs, in line
    with Donor, Global Office, and National Office Guidelines.
  • Support and Monitor implementation of
    projects/programs to make sure they are being managed and implemented in a
    manner that will result in achievement of goals within set timeframe and
    allocated resources.
  • Actively participate in, and provide
    leadership to the relief team in assessments, planning and implementation
    of emergency preparedness, relief and recovery activities.
  • Ensure that all emergency relief responses
    have clear exit or transition strategies established well in advance of
    the completion of those responses, and oversee the implementation of those
    exits or transitions to longer-term development programming.
  • Ensure child protection in program areas is
    in line with partnership and national office child protection policies,
    guidelines, and protocols
  • Ensure sufficient, timely and accurate
    flow of management and operational information and reports, both
    internally within WVU and with Support Offices and Donors in accordance
    with the set communication protocols.
Monitoring & Evaluation:
  • Establish an M&E system for the
    program.
  • Ensure project design, M&E plans and
    monitoring and evaluation processes for projects/programs are undertaken.
  • Carry out research and documentation for
    to demonstrate program effectiveness and resource mobilisation.
Programme Growth and Sustainability:
  • Establish growth plans and sustainability
    mechanisms for the West Nile Region.
  • Lead and guide program design processes
    for a credible and high quality relief program.
  • Establish areas for possible funding
    opportunities and develop concepts for marketing to potential donors.
  • Participate in grant acquisition /
    resource mobilization activities and proposal writing.
Administration and Logistics:
  • Ensure efficient, effective and proper
    management and use of program assets and WVU property.
  • Ensure Proper financial management and
    accountability in line with policy guidelines including:- Budget
    management, Cash flow management, Financial reviews and reporting.
  • Implement audit recommendations and
    prevent re-occurrence.
External Engagements and Advocacy:
  • Develop a stakeholder analysis and
    engagement plan of different stakeholders for West Nile.
  • Act as a spokesperson for the Partnership
    and external stakeholders in collaboration with the National Director (ND)
    and Senior Programs Director.
  • Responsible for the initiation and
    maintenance of effective working relationships and communication with:
    • World Vision Uganda (WVU)
      Response Facilitators, and sectoral specialists who are stakeholders in
      relief program systems or activities being implemented, or communities
      which are the sites of relief programming.
    • Relevant departments and
      ministries of the Governments especially Office of the Prime Minister and
      district local governments
    • UN agencies (e.g., UNICEF,
      WFP, OCHA, FAO, UNDP, UNHCR) and Uganda based international donors and
      other key humanitarian agencies.
    • Represent World Vision at
      international and national coordination meetings.
    • Participate and provide contributions
      to joint agency assessments, task-force teams and workshops as required
      and in collaboration with the DRR Manager.
    • Government counterparts,
      partner agencies and communities. Build effective working relationship
      with partners who represent the community beneficiaries with whom World
      Vision is working. Negotiate, make agreements and understandings, and
      establish standards and working agreements. Take precautions to prevent
      the raising of expectations that cannot be filled.
  • Ensure proper branding and visibility of
    World Vision Work in West Nile
  • Take strategic initiatives in profiling WV
    contribution to the response in West Nile. This will be but not limited to
    documentation of impact as well as representation
  • Perform other duties as required.
Qualifications, Skills and
Experience:
  • The ideal candidate for the World Vision Response
    Director career placement must hold a Master’s degree in International
    Relations and related fields or Postgraduate Diploma in Humanitarian
    Emergency Affairs or any other related field.
  • A minimum of five years of field
    experience in a developing country programming context preferably in
    humanitarian relief and experience working in conflict/war zones with
    international consortiums.
  • Previous exposure and experience in
    management and knowledge of accounting methods and procedures.
  • Broad knowledge and understanding of the
    functioning of major UN agencies, international donors and governmental
    agencies in their respective programs, approaches and standards.
  • Ability to relate and represent WV to
    these major program partners, in a professional manner.
  • Previous experience in relief and
    development work using an approach of facilitation and empowering local
    communities.
  • Ability to work without supervision, and
    demonstrate initiative and innovation.
  • Proven analytical and problem solving
    abilities.
  • Excellent interpersonal skills.
  • Good oral and written communication skills
    in English.
  • Flexible, able to adapt style and
    management approaches to varied work contexts.
  • Ability to train and supervise a
    multi-cultural staff.
  • Must be prepared to travel and work in
    harsh and basic conditions.
  • Computer literacy skills
  • Must be a committed Christian, able to
    stand above denominational diversities.
  • Attend and participate/lead in daily
    devotions and weekly Chapel services.
