About USAID Intra Health SHRH
Project:
The purpose of the Strengthening Human Resources for Health (SHRH)
project is to strengthen the capacities of central ministries, districts,
health professional councils, PNFP and health training institutions to
effectively and efficiently plan, manage and utilize the health workforce; and
strengthen systems for sustained health worker performance to improve health
outcomes for the people of Uganda.
Job Summary: The Finance
Officer will provide fiscal leadership for the project, ensuring the project
can effectively use USAID resources to meet project goals. S/he will be
responsible for the financial systems of targeted IntraHealth technical work,
including project budgeting, financial monitoring, meeting legal, and auditing
requirements.
Key Duties and
Responsibilities:  
  • The incumbent will maintain and ensure
    timely recording of accurate accounting data in QuickBooks Accounting
    System
  • Prepare monthly reconciliation for both
    the UGX and USD A/Cs
  • Ensure timely payments including reviewing
    of invoices, preparation of payment vouchers and other accounting
    documents in compliance with IntraHealth Field Accounting Policies.
  • Tasked with maintaining the payroll system
    in coordination with the HR and Administration Officer/ (pay roll agency)
    to ensure accurate payment of salaries, benefits, allowances and taxes.
  • Manage organizational risk and liability,
    particularly related to ensuring compliance with all relevant USAID
    regulations and local laws pertaining to financial transactions and
    subcontract agreements
  • Ensure compliance with financial policies
    (e.g. per diem policy, etc.) and maintain and update in-country financial
    policies as needed
  • Actively participate in Financial Audit-
    Internal and external and ensure Audit recommendations are implemented.
  • Support the technical team in preparation
    of activity budgets
  • Review the accuracy and correctness of
    mobile money transactions
  • Review and up-date monthly Accounts
    Receivables
  • Review accountabilities for accuracy and
    correctness
  • Keep accurate records for all daily
    transactions
  • Prepare Monthly Reconciliation for Mobile
    Money Account
  • Prepare Quarterly VAT Reports for
    submission to the USAID VAT Coordinator.
  • Support the finance manager and technical
    teams to compile annual workplan budgets
  • Assist the Finance and Administration
    Manager to track activity expenditure against budgets, and advise
    technical staff on rates of expenditure against budget
  • Enter budgets into IntraHealth’s online
    budget portal for review by Finance and Admin Manager
Qualifications, Skills and
Experience:
  • The ideal applicants for the USAID Project
    Finance Officer Job opportunity should hold a Bachelor of Commerce
    Accounting Degree from Recognized Institution with an added advantage of
    CPA/ACCA (Association of Chartered Certified Accountants) – Level II
  • A minimum of four years relevant working
    experience in an NGO environment with a focus on development, preferably
    in the field of health.
  • Broad knowledge and experience with
    accounting software packages specifically QuickBooks
  • Experience working with USAID-funded
    projects
  • Excellent financial and organizational
    skills and attention to detail
  • Ability to effectively communicate project
    financial information to a variety of different audiences
  • Excellent interpersonal skills and
    demonstrated ability to interact professionally with diverse people,
    clients and consultants.
  • Computer literacy in MS Office
    applications including Word, Excel, Power Point; Outlook
  • Excellent oral and written communication
    skills in English
  • Excellent customer service skills
