About USAID Intra Health SHRH
Project:
The purpose of the Strengthening Human Resources for Health (SHRH)
project is to strengthen the capacities of central ministries, districts,
health professional councils, PNFP and health training institutions to
effectively and efficiently plan, manage and utilize the health workforce; and
strengthen systems for sustained health worker performance to improve health
outcomes for the people of Uganda.
Job Summary: The Finance
Assistant will ensure the management of Finance resources, maintaining of a
robust filing system and daily reconciliation of field mobile money
transactions.
Key Duties and
Responsibilities:  
  • Enter mobile payments into Beyonic Mobile
    Money System.
  • Daily filing of completed payment vouchers
    and accountabilities
  • Tasked with the daily reconciliation of
    field mobile money transactions.
  • Provide support in the maintenance of
    Finance record keeping.
  • Support the Finance Officer in the
    compilation of USAID Quarterly VAT Claims
  • Assist the Finance Officer in monitoring
    payments to the Vendors
  • Assist the Finance Officer in the
    Preparation of USD and UGX Bank Reconciliations.
  • Put together documents such as Purchases
    Requisition, LPOs, Proforma Invoices, Delivery Notes and Invoices to
    support payment Vouchers.
  • Support the Finance Officer in filing
    Monthly Tax returns
  • Photocopying supporting documents to
    attach to accountabilities etc
  • Perform any other assignment as delegated
    by Finance and Administration Manager
Key Performance Indicators:
  • Well functioning files and record keeping
    system maintained
  • Compliance with controls and procedures
    governing mobile money transactions. 
Qualifications, Skills and
Experience:
  • The ideal applicants for the USAID Project
    Finance Assistant job placement should hold a Diploma in Accounting,
    preferably from a recognized institution. Membership of AAT (Association
    of Accounting Technicians) from ICPAU (Institute of Certified Public
    Accountants Uganda) and/or a Stage II of Certified Public Accountants –
    Uganda.
  • A minimum of four years’ experience
    working in an NGO environment with a focus on development, preferably in
    the field of health.
  • Broad understanding/experience with
    administrative roles including record management
  • Previous experience with modern office
    management procedures
  • Basic understanding of general accounting
  • Prior experience of working with Financial
    Policies and procedures.
  • Demonstrated competence to assess
    priorities and manage a variety of activities in a time-sensitive
    environment and meet deadlines with attention to detail and quality.
  • Ability to work as an effective team
    member in a complex and fast paced environment
  • Excellent interpersonal skills and
    demonstrated ability to interact professionally with diverse people,
    clients and consultants
  • Computer literacy in MS Office
    applications including Word, Excel, PowerPoint and Outlook.
  • Knowledge of Accounting Software –
    QuickBooks
  • Well organized
  • A high level of attention to detail
