Job Summary: The Education
Pillar Manager will be responsible for providing management and strategic
guidance on the technical program and management issues for the COF Education
pillar and its support to institutions, communities and families in partnership
with key stakeholders. The incumbent serves as the leading technical voice on
education and multi-sectoral approaches to education, program planning and
design, management, monitoring and evaluation specifically; the EPM serves as
technical resource and leads the development and implementation of the
education pillar strategic frame work. The EPM undertakes situational and
program analysis on education in southern Uganda and develops appropriate
programmatic responses and approaches, speaks with authority on education
technical issues and advocates for key issues with diverse constituency groups;
develops and disseminates information and resources; cultivates and manages
relationship with key stakeholders. The Education program manager will commit
to implementing the quality Schools Model and ensuring that central and
outreach programs will create further opportunities in life for children by;
  • Being amongst the top quality schools in
    southern Uganda.
  • All children in the catchment areas
    receiving quality early childhood and primary education (at a minimum)
  • Proving access to education for students
    with special needs.
  • Protecting all children against abuse,
    neglect and exploitation.
Key Duties and
Responsibilities:  
  • In charge of education program planning
    and management
  • Education pillar- program management,
    Quality Assurance and Monitoring and Evaluation
  • Responsible for human and financial
    resource management
  • Build partnerships i.e. develop and
    maintain linkages and networks international and external to the country
    program
Qualifications, Skills and
Experience: 
  • The ideal candidate must hold a Master’s
    degree in education or other related field/ discipline from an accredited
    university
  • At least seven to ten years of experience
    in relevant senior positions of increasing complexity and responsibility
    for education management, supervisory technical experience working on
    education with an international NGO
  • Demonstrated work experience, including
    through knowledge of technical fields such as education assessment,
    education management and systems strengthening, and exposure to strategic
    education programming work at regional or national level in support of
    local organizations, facilities and communities.
  • Previous exposure and experience in
    program design, planning and implementation, education reform and
    institutional capacity building.
  • Proven technical skills e.g education
    management and leadership, education systems strengthening social
    development back ground to help carry out situation and program analysis
    and develop appropriate programmatic response.
  • Broad and deep understanding of the full
    range of the education policy, child rights and institutional.
  • Good track record of achieving
    demonstrated results of the ground.
  • Exceptional interpersonal skills and
    ability, proven integrity and good moral conduct.
  • Ability to plan manage staff to deliver
    quality results: focuses on results and delivers what is promised.
  • Demonstrated ability to working a
    collaborative environment with team members.
  • An ability to manage diverse teams to
    deliver programmed results within agreed timelines.
  • A willingness and ability to coach, mentor
    and other wises promote the development of staff.
  • An ability to help others to plan and
    think strategically about their work.
  • Strong commitment to cotton on
    foundation’s cause and values.
