About USAID RHITES-E Project:
IntraHealth International will implement the USAID RHITES-E which
supports the Government of Uganda (GOU) and key stakeholders to increase
availability and utilization of high quality health services in 21 districts in
Eastern Uganda and 2 in Karamoja by strengthening health systems and improving
the quality of, access to, and demand for health services with attention to
equity and underserved populations.
Job Summary:   The District Capacity Building and Quality
Improvement Team Lead  will oversee all
QI activities and deliverables for the USAID RHITES-E activity, under the
supervision of the Director, Health Systems Strengthening, and ensure that QI
is an integral part of HIV programming to ensure quality service delivery. S/he
will also oversee project implementation at the district level and will
supervise the health system strengthening (HSS) & QI Cluster Leads, and the
multi-disciplinary team working under them. In consultation with the Director
of HSS, this position will provide technical inputs in HSS, quality and
performance improvement with the district cluster teams, key stakeholders
District Health Management Teams, private not-for-profits, private for-profits)
to improve the quality of facility and community-level services by applying
evidence-based guidelines, approaches, and tools to increase effective capacity
development, supportive supervision, and mentoring at all levels in the
RHITES-E districts.  Within the project
team, the Team Lead for Capacity Building and QI will ensure integration of key
QI approaches across all technical and service delivery areas of the project.
In addition to working closely with project staff to ensure successful completion
of improved quality of health care services, this position will maintain
collaborative relationships with key counterparts such as other health care
training and support programs to ensure coordination of efforts.
Key Duties and
Responsibilities:  
General:
  • Provides 
    technical leadership and expertise to the RHITES-E project on
    Quality Improvement
  • Supports the Director of Health System
    Strengthening in the implementation of health systems strengthening
    interventions including leadership and management capacity building,
    policy development, health information systems, enhanced efficiency of
    supply chains and skills building among health providers.
  • Ensures the development, review, and
    adoption of national quality improvement framework approach by supported
    districts and facilities through training and mentorship.
  • Systematically applies and teaches the
    science and theory of project management and QI to achieve results on time
    and within budget.
  • Works closely with all Team Leads and HSS
    & QI Cluster Leads to ensure that Quality Improvement approaches are
    incorporated into all technical areas.
  • Supervises and builds the capacity of the
    HSS & QI Cluster Leads to facilitate quality improvement activities,
    provide project management, data analysis and measurement of outcomes,
    document and report the results and accomplishments of quality improvement
    initiatives.
  • Provides input into the development of
    project-wide strategies and work plans to address HSS issues prioritized
    by the Government of Uganda and key stakeholders in the RHITES-E catchment
    area.
  • Takes part in the development of work
    plans and budgets; plans and institutes costs control measures in order to
    achieve and maintain an efficient, cost-effective program at the
    district/cluster level.
  • Provides guidance in developing strategies
    for quality improvement in the eastern districts, working with MOH and
    other projects.
  • Applies, teaches, and skillfully uses
    techniques for system design, reengineering, quality improvement, outcomes
    measurement, and statistical analysis.
  • Assures that best practices and lessons
    learned are documented and reported within the RHITES-E Project and
    externally as appropriate.
Service Improvement:
  • Attends all regular contract and quality
    monitoring meetings with the sub-grantees, districts, and facilities and
    in collaboration with the HSS and QI Cluster Leads.
  • Coordinates quality improvement meetings
    where clinical and programmatic concerns are raised and manages the
    development and monitoring of action plans to improve performance.
  • Identifies districts, facilities and sub
    grantees for focused assistance in internal and external benchmarking
    against best practices to challenge poor performance in service delivery
    in an effective, constructive and supportive manner.
  • Oversees the development and
    implementation of facility-specific QI plans with support from the
    Technical Team Leads and the HSS & QI cluster Leads
  • Guides clinical teams in the facilities to
    develop care pathways and service specifications.
  • Supports the development and monitoring of
    quality metrics as per the Government of Uganda (GOU) and PEPFAR
    guidelines.
  • Identifies areas for
    process/infrastructure redesign and service improvement with the aim of
    improving and enhancing the patients’ pathway and care experience.
  • Assists with the development of
    commissioning intentions ensuring quality standards are incorporated and
    effectively monitored within each contract/sub grant signed by the
    RHITES-E Activity.
Support to the Ministry of Health, District Health Management teams and
facility leadership:
  • Serves as the QI expert, leading the best
    practice application of national and district level quality and
    performance standards.
  • Works with district officials, private
    nonprofit entities, and communities to develop QI strategies, plans, and objectives
    to improve health services in their respective coverage areas.
  • Supports the MOH, DHMT in the planning,
    delivery and implementation of QI policies and frameworks which assist
    leadership in achieving set programmatic deliverables and quality patient
    outcomes.
  • Ensures that RHITES-E QI approaches are
    coordinated with other QI partners and In alignment with national QI
    approaches
Training and leadership:
  • Pursues continuing professional
    development actively seeking opportunities to develop his/her own skills
    and experience, and those of the teams working under him/her.
  • Effectively line manages team members,

    relevant quality tools and information.
  • Supports the development of a
    comprehensive clinical audit plan and program that reflects the
    requirements in the national and local priorities.

    internally and externally and develops plans to ensure that these are met
    as appropriate.
Qualifications, Skills and
Experience:
  • The applicants for the USAID RHITES-E
    District Capacity Building and Quality Improvement Team Lead employment
    opportunity must hold a Masters degree with a public health background,
    preferably with a MPH
  • At least ten years of experience working
    in quality and performance improvement of health providers in Uganda with
    deep knowledge of the GOU health system.
  • Demonstrated ability to lead teams using a
    stakeholder consensus building approach with the GOU, DHMTs, PFP and PNFP
    to improve the quality of facility and community-level services.
  • Preferred work experience with USAID in
    Eastern Uganda and/or as an implementing partner for other donors.
  • Proven leader with strong written and
    communication skills
  • Proven interpersonal skills and
    demonstrated ability to interact professionally with all key stakeholders.
