About UNHCR:
The Office of the United Nations High Commissioner for Refugees was
established on December 14, 1950 by the United Nations General Assembly.
UNHCR’s mandate under the Statute of the Office of the United Nations High Commissioner
for Refugees is to lead and co-ordinate action for international protection to
refugees; seek permanent solutions for the problems of refugees and safeguard
refugee rights and well-being. UNHCR has an additional mandate concerning
issues of statelessness, as it is given a designated role under Article 11 of
the 1961 Convention on the Reduction of Statelessness.
Job Summary: The Associate
Solutions & Development Officer will play a pivotal role in guiding and
supporting the development and implementation of a comprehensive response on
the regional level in MidWest. The incumbent will have extensive contacts with
both internal and external counterparts and partners in Uganda. Within UNHCR,
the incumbent will establish close working relations with the relevant staff
working in the community services, program and field sectors. Key external
partners will include District authorities, Office of the Prime Minister,
Private and Official organisation, UNHCR implementing and operational partners,
International and Local NGOs, development agencies and other actors engaged in
humanitarian and development initiatives in the relevant districts. The
incumbent will be the key interlocutor with the District Local Governments and
will have to identify and actively partner with other actors and structures
potentially able to contribute to the strategies and solutions for refugees.
The Assistant Solutions and Development Officer will provide support on the
application of the Comprehensive Refugee Response Framework (CRRF) in Uganda,
including contributing to the overall implementation of Refugee and Host
Population Empowerment (ReHoPE) as follows
Key Duties and
Responsibilities:  
  • Tasked with developing and implementing
    ReHoPE: – Institutionalizing solutions-oriented approaches within UNHCR
    and partners through training sessions and participation in all planning
    processes
  • In charge of reporting on implementation
    of ReHoPE projects
  • Take lead in regular mapping exercises of
    the relevant districts, liaising with sector specialists, to determine
    gaps, capacity and comparative advantage of different actors Engaging
    local government:
  • Serve as the key liaison with the District
    Local Governments as part of developing these relationships and
    effectively engage on district level development.
Key Activities:
  • Being part of district planning processes,
    developing gap and needs assessments, advocacy for inclusion of refugee
    areas in DLG planning documents and budgets Develop key partnerships with
    development actors and private sector:
  • Develop and manage partnerships with
    development actors and private sector
  • Develop linkages with existing
    programmes/projects in the districts to bring them closer to/within the
    settlements
Qualifications, Skills and
Experience:
  • The ideal candidate for the United Nations
    UNHCR Associate Solutions & Development Officer job opportunity should
    hold a University degree in social sciences, socio-economic development,
    development planning, rural development, or other related fields
  • At least four years’ experience relevant
    to the function, both in humanitarian and development contexts.
  • Previous experience in similar settings is
    essential.
  • Demonstrated ability to develop and
    maintain partnerships with a variety of actors including government and
    private sector
  • Prior exposure and experience in planning,
    implementing, and monitoring programmes and managing multiple projects
  • Excellent computer skills including excel,
    word and power point
  • Fluency in English, drafting and reporting
