About USAID/Uganda MEL Program:
The USAID/Uganda Monitoring, Evaluation and Learning Program, also
referred to as The Learning Contract, is a five-year activity that supports the
USAID Mission’s Program and Policy Development office. USAID/Uganda contracted
QED to implement this program, which provides Monitoring, Evaluation, and
Learning (MEL) support services and aims to increase USAID/Uganda’s capacity to
implement a Mission-wide Collaboration, Learning and Adapting (CLA) approach.
Job Summary: The Youth
Researchers will support the USAID/Uganda and local partners to access,
organize, and draw conclusions from available local data sources.  The researchers will be charged with
collecting district level data in the northern sub-regions of West Nile,
Acholi, and Lango. Researchers will act as intermediaries for preliminary
information gathering, by working with district officials, specifically
district planners, and also working with the USAID Learning Contract. The researchers
will be trained and managed by the Learning Contract. However, after training
researchers will be expected to work independently in their assigned sub
regions. The researchers will be expected to assist the Learning Contract with a
variety of research related tasks in support of Regional Stakeholder Platforms
and other tasks as assigned.
Key Duties and
Responsibilities:   
  • Collect data at the district level
  • Work closely with local government
    officials, specifically District Planners, to access data
  • Input, organize, and analyze data
  • Coordinate with the Learning Contract to
    support Regional Stakeholder Platform meetings
  • Perform any other tasks as assigned
Job Parameters:
  • Researchers will assist Regional
    Stakeholder Platforms as non-staff, but will receive an allowance
  • Researchers should be affiliated with a
    university, or research-related institution
  • Researchers will receive training but will
    operate independently and relocation will not be supported
Qualifications, Skills and
Experience: 
  • The ideal candidates for the Youth
    Researcher job vacancies must hold University degrees and/ or proven
    strong research experience
  • Strong skills in data collction and use of
    statistical analysis packages.
  • Excellent interpersonal skills with the
    ability, resourcefulness, and initiative to identify and gather relevant
    data
  • Ability to work with local government
    officials and development partners to achieve stakeholder goals
  • Strong time management skills
  • Local language skills are an asset
  • Knowledge and understanding of the
    Northern Uganda context
  • Excellent oral and written communication
    skills in English
