Job Summary: The People
& Culture (HR) Specialist Recruitment and International Staff will manage
overall WV Uganda talent acquisition strategies and initiatives by providing
end-to-end process support to hiring managers and P&C staff in identifying
hiring needs, recommending recruitment strategies and actively sourcing talent
to meet organization needs and; provide HR support to all international
Assignees in conjunction with Global Centre Business Partners.
Key Duties and
Responsibilities:  
Recruitment Process Management:
  • Act as advisor to Hiring Managers and
    P&C Business Partners on recruitment processes to determine job
    requirements, identify effective recruitment methods and strategies, and
    attract right fit candidates.
  • Manage the recruitment process and life-cycle,
    including sourcing, initial assessments, interviews and assessments,
    reference and background checks, offer negotiation and contracting
  • The incumbent will identify and implement
    creative and effective recruitment methods, including social media channels,
    targeted advertising, niche job boards, and networking to attract right
    fit candidates.
  • Manage candidate screening, interviewing,
    and assessments to select best-suited candidates for roles while ensuring
    an engaging and memorable candidate experience.
  • Regularly research and make
    recommendations regarding candidate compensation, market trends and
    recruitment strategies
  • Build and maintain effective relationships
    with critical talent pipelines, internal business partners, and external
    vendors
  • Ensure continual capacity building of key
    managers and P&C staff in interviewing and recruitment skills
Recruitment marketing and talent sourcing:
  • Use social media, job boards and other
    appropriate mechanisms to improve WVU employer brand
  • Develop and implement recruitment
    campaigns for passive talent
  • Represent World Vision and champion
    employee value proposition at key organization, university and industry
    events.
  • Develop and maintain active relationships
    with pipelines of talent for current and future employment opportunities
    in World Vision Uganda.
  • Manage external recruitment/ labor
    provider firm(s) relationships
New staff onboarding:
  • Ensure appropriate orientation/on-boarding
    guidance and support is provided to new hires in collaboration with the
    P&C Manager and L&D Specialist
  • Ensure new hire paperwork is completed in
    time and relevant parties are notified according to policy.
International Staffing:
  • Coordination and management of the
    international staff recruitment under the guidance of the P&C
    Director.
  • Coordinate international payroll
    administration and reconciliation with appropriate paying office
  • Manage/coordinate international staff
    relocation for International staff
  • Provide support to International HR for
    managing employee data in personnel files/HR data systems
Hay Job Grading: Oversee the NO job grading processes including
leading process of grading new jobs, building capacity in National Office to
undertake grading process and updating the JEM database
Qualifications, Skills and
Experience:
  • The ideal candidate for the World Vision People
    & Culture (HR) Specialist Recruitment and International Staff job
    opportunity must hold a Bachelor’s degree in Human Resource Management or
    equivalent field of study
  • At least three to four years’ experience
    in recruitment and/or Human Resources Management is required.
  • Preferred: Corporate and/or Agency
    recruiting experience is preferred
  • Extensive knowledge of the Uganda labor
    and employment laws.
  • Significant exposure and experience in
    recruitment especially of professional and technical positions (both
    national and international applicants).
  • Demonstrated ability to manage all
    recruiting processes (applicant sourcing, resume screening, applicant
    assessment, interview, negotiating contracts) as well strong sourcing and
    talent management skills.
  • Ability to be a team player, collaborator,
    work independently and able to effectively network (over any medium of
    communication e.g. Internet, phone, face-to-face) across all levels of the
    organization internally and externally.
  • Must have strong critical thinking,
    problem solving, interpersonal and oral/written communication skills with
    great fluency in both English
