About ECHO Programme:
CARE Uganda will work in partnership with Oxfam International in Uganda on an emergency program funded by ECHO, a one-year programme whose main objective is to save lives, reduce suffering, promote human dignity and increase resilience of refugees and host communities, in particular women, girls and boys, in the Bidibidi settlement in Yumbe district and Imvepi and Rhino Camp settlements in Arua district. It will also aim to reduce vulnerability of refugees by tackling social exclusion through its use of participatory and empowering approaches. As a result, the most marginalized members of the society, particularly vulnerable women and female headed households, are able to benefit from the programme. The emergency programme will be using a rights based approach and will strengthen women’s ability to exercise their rights in a community. The project will work in the districts of Arua and Yumbe.

Job Summary: The Monitoring
and Evaluation Reporting Officer will be responsible for supporting all M&E
and learning activities of the Protection and Shelter initiatives. The
jobholder will support the documentation and monitoring of all key events and
processes related to the initiative via on-going data entry and management. The
incumbent will participate in all events and trainings related to M&E,
collecting data as needed. The jobholder will support the M & E staff of
the prime partner Oxfam.
Qualifications, Skills and
Experience:
  • The applicant for the CARE International Monitoring
    and Evaluation Reporting Officer job placement must hold a first degree in
    Development Studies, Women and gender studies, Social sciences or in a
    related field. Possession of a post graduate degree/diploma in a relevant
    field is an added advantage.
  • A minimum of five to seven years’ experience
    and knowledge in implementing GBV projects and mainstreaming psychosocial
    programming in development work
  • Broad knowledge and understanding of the
    UNHCR and local government’s operational procedures and systems.
  • Excellent interpersonal skills, trainable,
    willing to build capacity of others.
  • Good planning, communication and writing
    skills
  • Computer literacy in most used software
    packages (MS Office packages and SPSS).
  • Strong attention to detail, fast in
    learning and with ability to manage and facilitate information flow as
    data comes in.
