Key Duties and
Responsibilities:  
Coordination with URCS and the other partners from the International
Red Cross and Red Crescent Movement (Movement)
  • Maintain contacts with URCS and other
    Movement partners at all levels
  • Work closely with relevant URCS staff in
    relation to activities Provide support and advises during the execution of
    planned objectives, while monitoring progress of implementation.
  • Arrange the programmes for the different
    coordination meetings with URCS and partners where needed.
  • Represent the Cooperation delegate upon
    request: participation in bilateral and Movement meetings as they may
    arise.
  • Actively participate in coordination
    sessions and joint activities with URCS and concerned partners.
Finance:
  • The incumbent will also verify all
    submissions conform to the standard policy on rates, proposed activities
    and unit costs of quarterly funds requests and drafts fund requests
  • Ensure that submitted accountabilities are
    in line with the approved budget, work plans and the cooperation agreement
    before approval by the ICRC.
  • Follow-up on the submission of financial
    accountability reports.
  • Update the financial monitoring tool to
    follow-up the implementation of approved budgets
  • Support other departments of URCS and ICRC
    in the use of their financial tools.
  • Explore options to improve financial
    reporting, including at field level.
Reporting, information exchange, planning and monitoring in the field:
  • Update and proactively inform their
    supervisor on all issues
  • Ensure regular flow of information between
    ICRC and the URCS for sound coordination
  • Draft various reports, including minutes
    of meeting, mission reports, mid-term reports, and tentative budgets.
  • Carry out periodic upcountry joint
    missions with URCS to implement the objectives, monitor activities and
    make assessments.
  • Attend all sessions related to the
    Planning for the annual budget to be developed between the ICRC and the
    URCS.
  • Significantly contribute to drafting the
    supporting texts for the annual Budgets.
  • Ensure that monitoring and evaluation
    components are included in the planning process of the cooperation
    supported programs of URCS.
Administrative Tasks:
  • Responsible for office correspondence,
    filing, arranging meetings, and maintaining a contact list of URCS &
    Movement partners.
  • Draft and/or participate in the drafting
    of orders for purchase, URCS funds transfers/cash requests and others.
  • Responsible for applying all
    administrative procedures during the implementation of projects and liaise
    with Administration and Logistics Department for follow up on projects
  • Work closely with and provide necessary
    information to the Finance department.
Qualifications, Skills and
Experience:
  • The applicant for the International
    Committee of the Red Cross (ICRC) Cooperation Officer job opportunity
    should preferably hold a University degree in Political Sciences, Communication, Economics / Law.
  • A minimum of five years of relevant
    experience in dealing with multilateral partners.
  • Excellent communication and reporting
    skills.
  • Good planning, organisational and
    analytical skills.
  • Confirmed team leadership skills.
  • Computer literacy skills i.e. proficiency
    in Excel, Word and Power Point. Profile:
  • Personal integrity, honesty, discretion
    and reliability.
  • Excellent report-drafting skills, with
    consistent attention to detail.
  • Excellent communication and interpersonal
    skills; ability to train, coach and motivate others.
  • Ability to represent the Institution
    during meetings with external stakeholders, establish and maintain a
    network of contacts.
  • Strong sense of responsibility and ability
    to take initiative and to work independently.
  • Able to prioritise in a changing
    environment, flexibility and resistance to stress.
  • Willing and able to travel within Uganda
    on a regular basis, whenever required.
