migration.  IOM works to help ensure the
orderly and humane management of migration, to promote international
cooperation on migration issues, to assist in the search for practical
solutions to migration problems and to provide humanitarian assistance to
migrants in need, including refugees and internally displaced people.
Key Duties and
Responsibilities:  
  • The Finance Assistant will work closely
    with the RMO to oversee the financial management for  the activities in the country including
    the financial expenditures vs running costs for the office;
  • Provide support in the preparation of
    donor financial reports in accordance with IOM regulations and established
    procedures;
  • Assist in the preparation of annual budget
    for the Mission, oversee budget control process and analyze variances
    between budget and actual expenditures. Assist in the preparation of
    budgets for new projects;
  • Support and oversee payroll preparation
    ensuring salaries are properly allocated to projects; monthly analysis of
    project balances will be done systematically for consistence with IOM’s
    projectisation criteria;
  • Ensure data entry in PRISM is applied
    according to specified roles and authorizations as per mission’s PACR;
  • Bring to the attention to the RMO any
    relevant financial and budgetary issues of old and existing projects and
    suggest adjustments as necessary;
  • Prepare and submit monthly accounting
    reports prior to submission to MAC;
  • Assist the Project Managers to ensure that
    program activities are being implemented in a manner that is consistent
    with donor agreement – from budgetary perspective and from the IOM
    perspective with respect to IOM financial rules applicable during project
    implementation;
  • Suggest improvements on internal controls
    and streamlining/efficiencies;
  • Provide briefing, advice and technical
    guidance to staff at all levels on IOM financial rules, regulations,
    instructions, and procedures.
  • Provide guidance and training to other
    staff in the unit;
  • Perform such other duties as may be
    assigned.
Qualifications, Skills and
Experience:
  • The ideal candidate for the International
    Organization for Migration IOM Finance Assistant job placement should hold
    a High School Degree/ Certificate with six years of relevant experience or
    Bachelor’s degree with four years of relevant experience from an
    accredited academic institution in Accounting or Business Administration,
    with a professional certification as chartered accountant or certified
    public accountant
  • At least six years (four years for Bachelor’s
    degree or higher) of relevant professional experience in financial
    management, accounting and budgeting and good knowledge of human resources
    management;
  • Previous exposure and experience in
    liaising with governmental and diplomatic authorities as well as with
    international institutions;
  • Familiarity with financial oversight and
    public administration;
  • Working knowledge of International Public
    Sector Accounting Standards (IPSAS) and SAP highly desirable;
  • Prior audit experience highly regarded.
  • Languages: English (fluent).
    Working knowledge of other UN languages.
