The United States Embassy in Kampala, Uganda has enjoyed diplomatic relations with Uganda for over 30 years. Ambassador Deborah R. Malac currently heads the U.S Mission to Uganda. The Mission is composed of several offices and organizations all working under the auspices of the Embassy and at the direction of the Ambassador.

Job Summary: The Project Management Specialist (Governance Specialist) provides USAID/Uganda’s Democracy, Human Rights and Governance (DRG) Office and the Mission technical leadership, program management, and program implementation support related to local government, decentralization, accountability, civil society strengthening, and the integration of DRG objectives and principles across the Mission's portfolio. The primary function of this position is to support existing activities such as the Governance, Accountability, and Participation, Performance Program (GAPP) by working with the Contracting Officer's Representative (COR) to ensure administrative and technical oversight. The Specialist serves as an advisor on issues and activities as they relate to ensuring accountability, political, judicial and local government systems are woven into other sectors such as health, agriculture and education. The position will also support the DRG Office efforts to engage with external stakeholders including development partners, the host government, civil society, and the USG inter-agency. The incumbent also manages assigned activities within the portfolio to help achieve the Mission’s development objectives and results of its Country Development Cooperation Strategy (CDCS). The Governance Specialist will serve as an activity manager, COR/AOR, and contribute to the design and monitoring and evaluation of activities.
Key Duties and Responsibilities:
Activity Management (40%)
· Serve as Activity Manager and/or Agreement/Contract Officer’s Representative for the team’s DRG activities aimed at peaceful political competition; good governance; accountability; conflict management; civil society/private sector strengthening; anti-corruption; and local government development as they relate to the whole portfolio of Governing Justly and Democratically in Uganda.
· The incumbent prepares scopes of work for grants or contracts in support of the Mission’s DRG and other Development Objective (DO) activities, reviews and evaluates funding requests and proposals, reviews technical performance reports and work plans and sub-grants, monitors the spending and resource pipeline, mobilizes resources to respond to the changing environment and monitors implementation through regular field visits.
Technical guidance and implementation support (30%)
· Offer technical guidance and implementation support in the democracy and governance area, coordinating with other Development Objectives (DOs) in the USAID/Uganda Mission, implementing partners, international organizations and bilateral donors in Uganda;
· Offers technical assistance in governance, decentralization and anti-corruption activities, by: 1) identifying development assistance needs and achievable results, in collaboration with GOU and partners, Other Donors, 2) maintaining dialogue with and obtaining support from partners and stakeholders, and 3) supporting DO Team efforts to obtain AID/W agreement on results and financing, and country and Mission-level approvals to initiate development activities;
Strategy, Liaising and Outreach (30 %)
· Support and work with other Mission members to finalize the Mission’s strategy, monitoring and evaluation, and reporting documents;
· Collaborate closely with the DRG Team and other activity managers within the Mission to conceive, develop, and implement programs and activities related to governance and accountability;
· Provide a full range of consultative, advisory, and analytical services on complex governance challenges;
· Work closely with the Ugandan government ministries and institutions regarding government strategies for governance and democracy and the National Development Plan and assist in informing USAID personnel of changing strategies and programs;
· Engage senior leaders in civil society and donor officials on all issues related to governance and democracy.
· Offer support in organizing field visits to districts of support for high-ranking U.S. Government and USAID Mission personnel.
· Apply development expertise and project management skills to promote successful implementation of complex, multisectoral programs;
· Perform any other duties as assigned.
Qualifications, Skills and Experience:

· The applicants for the US Embassy Project Management Specialist (Governance Specialist) job opportunity should hold a bachelor’s degree with the required experience or a Master’s degree in Public Administration, Decentralization, Local Government, Governance, International Human Rights, Development Studies, or in a related field.
· At least ten years of functionally professional experience in the field of DRG, accountability and related development programming.
· Comprehensive knowledge and experience with donor agency policies, regulations, and administrative procedures. This includes extensive experience in management of donor programs and projects under grants, cooperative agreements and/or contracts.
· Relevant training and/or experience in grant and contract management is desirable.
· Broad knowledge and understanding of, and direct experience related to local and national government development, working with accountability organizations (government and non-government), experience working in the field, monitoring and evaluation, knowledge of local government structure, and experience implementing good governance programs.
· The candidate must have proficient knowledge in local governance, decentralization, strengthening civil society, and working with public accountability institutions such as the auditor general.
· Excellent interpersonal skills that are appropriate for extensive interactions with senior, policy-level U.S. and other donor government and international agency officials; Government of Uganda officials including Ministers, Members of Parliament; district officials; senior civil society representatives including religious and traditional leaders, as well as with the Ugandan citizens and communities, are beneficial. These skills are necessary as the incumbent represents USAID in donor technical meetings, national and international NGO forums, and interactions with implementing partners and beneficiary populations.
· Language Proficiency: Level IV (fluent) in English is required. English communication skills, both oral and in writing, are essential, and the candidate must have the ability to present concepts, analysis of governance and political dynamics, and recommendations in clear written and oral formats.
