The
World Food Programme (WFP) is the United Nations frontline agency against world
hunger. It is the largest and longest serving humanitarian agency in Uganda.
Currently WFP focuses on three priority areas namely: Emergency Humanitarian
Action (EHA); Food & Nutrition Security (FNS); and Agriculture & Market
Support (AMS). WFP has operations in various parts of the Country.
Job Summary: The Programme Assistant – PHLE will mainly be
responsible for the World Food Programme (WFP) training component of the unit
Key Duties and Responsibilities: 
  • The incumbent will devise work plans and
    strategies for staff and 8 implementing partners to train 60,000
    smallholder farmers in improved post-harvest handling and storage methods
    to avoid crop losses, improve food security, and increase income
  • Prepare farmer training manuals and
    materials, facilitator guides, and evaluation forms; assess training of
    trainer and farmer capacity development workshops in the field
  • Render support in quality assurance of
    post-harvest storage equipment, with particular focus on ensuring that
    demonstration equipment is in ‘new’ condition
  • Supervise field staff performance, setting
    standards for both advance work plans and weekly / monthly reporting
  • Ensure training targets and timelines are met
  • Provide information for regular reports to
    donors
  • Work closely with potential NGO and private sector
    partners to upscale within Uganda, and to explore opportunities to pilot
    new training/cost recovery models 
  • Represent WFP’s Zero Food Loss Initiative to
    partners and government and private sector donors at international
    symposia and fora, including the Committee on World Food Security
  • Design and update knowledge and guidance
    modules for international replication of project and providing field
    support to other WFP countries
  • Perform any other related duties as assigned
    by the Head of Agricultural Market Support Unit (AMA).
Qualifications, Skills and Experience: 
  • The applicants for the United Nations World
    Food Programme (WFP) Programme Assistant – PHLE job placement should hold
    a University degree in any of the following fields, Agriculture, Development
    Studies, Food Science and Social Sciences or other related field from a
    recognized institution;
  • A minimum of five years of relevant working
    experience in a related field gained from reputable organizations;
  • Previous exposure and experience in project management
    & administration skills;
  • Demonstrated ability to liaise at a senior
    level with donors and Government officialsand also develop detailed
    concept notes and reporting documents for donors;
  • Proven ability to collate and circulate
    selected project material for effective project marketing;
  • Broad knowledge and understanding of project
    planning and implementation matrices plus verbal and written presentation
    skills;
  • Demonstrated ability to coordinate multiple,
    concurrent stages within a project (training, farming equipment
    procurement, production and delivery, M&E)
  • Possess ability to effectively engage various
    groups of internal (procurement) and external partners (NGOs, private
    sector distribution partners) to implement agreed strategies/ achieve set
    objectives;
  • Demonstrated ability to hold implementation
    managers accountable/field staff to agreed performance
