About USAID Project:
UHMG was
awarded the USAID/Uganda Social Marketing Activity, a four-year cooperative
agreement for a health sector-wide program. The program’s goal is to contribute
to a reduction in new HIV infections, total fertility, maternal and child
mortality, malnutrition and malaria, and to improve access to family planning.
This four-year activity aims to improve utilization of and increase the uptake
of health-related social marketing products and services among under-served
Ugandan consumers and communities in rural and urban areas.
Job Summary: The Social
Media Officer will provide professional social media services to support the USAID
project’s communications strategy through the use of social media in Social and
Behavior Change Communication (SBCC), including implementing and monitoring the
execution of UHMG’s communication strategies and campaigns, guided by the SBCC
Strategy. The job holder will also establish the presence of socially marketed
products and services presence on the various social media platforms, build the
online community, and improve customer engagement with the GOODLIFE! brands and
services through the project’s social media profiles including Facebook and
Twitter. Because speed is critical in our response, the Social Media Officer
will often have to make individual judgments on messages and responses, and
shall be expected to be flexible enough to work beyond the typical office hours
and or weekends in responding to the online community, especially on issues
regarding reputational risks such as the views of the organization, needs to
manage social media campaigns, correct false views, mobilize support, and then
respond on an individual and group basis, since this is a public facing frontline
role communicating key messages and managing reputational risk in a very public
arena. The incumbent will play a leading role in the development of social media
SBCC-related intervention strategies and frameworks, hence this will require a
self-driven, seasoned, and experienced person with skills to manage and oversee
these technical areas.
Key Duties and Responsibilities: 
1.
Social Media Strategy:
·        
Work in liaison with the Social and Behaviour Change
Communication Manager to develop the Social Media plans in line with the UHMG
Social and Behavior Change Communication Strategy.
·        
Deliver the project’s social media strategy /
e-communication strategy.
·        
Work closely with the social marketing team to
create relevant thematic SBCC and brands promotions content to reach UHMG’s
focus audiences/customers.
·        
Work in liaison with programs and marketing teams
and other internal stakeholders to integrate the different activity content.
·        
Create budgets for social media activities.
·        
Plan and design social media campaigns.
·        
Significantly contribute to the generation of SBCC
work plans, procurement plans, and budgets.

Social Media Implementation:
·        
Manage the design of platforms (i.e. Facebook
Timeline cover, profile avatars, thumbnails, adverts, landing pages, Twitter
profile, and blogs).
·        
Generate the project’s media communication messages
to targeted audiences using on-line tools to increase knowledge, self-efficacy
and use of health products and services.
·        
Establish the presence of socially-marketed products
and services on the various social media platforms, media space, and channels
of communication, in order to guide users on where such products and services can
easily accessed/obtained.
·        
Co-ordinate with project and institutional managers
of other functions and manage their expectations as far as content delivery is
concerned.
·        
Create and post relevant content to promote the
socially marketed products and services for sustainable social behavior change.
Ensure that all posts are part of the project’s strategic priorities and
aligned with the GOODLIFE! Brand.
·        
Work closely with the supervisor, manage ‘Good Life’
brand promotions, social media campaigns, and conduct online open stream for
cross-promotions for products and services, and day-to-day activities presence
on social networking sites.
·        
Monitor, listen, and respond to users in a “Social”
way while cultivating leads and sales for the socially marketed commodities and
services.
·        
Implement a proactive process for capturing customer
online reviews.
·        
Regularly respond to enquiries and complaints
received via social media, ensuring all responses are timely, in line with
policy and handled sensitively.
·        
Engage in dialogues, and comment on relevant social
media platforms.
·        
Manage social media communication with supporters
and interested parties, building relationships with existing supporters and
influencers to build ‘Good Life’ brands advocates.
·        
Develop and expand community and/or blogger outreach
efforts. Build the on-line community through the social media profiles.
·        
Write editorial content, and manage audio and video
uploads.
·        
Create and maintain a social media editorial
calendar and posting schedule.
·        
Keep the UHMG website current, up-to-date, and
collaborated with on-going Social and Behavior Change Campaigns

Social Media Monitoring:
·        
Daily monitor social media activity, providing
detailed weekly, monthly, and quarterly progress reports, and analysis using
online monitoring tools.
·        
Develop benchmark metrics to measure the results of
social media programs.
·        
The job holder will also monitor social space for
the brands and related topics and conversations.
·        
Actively monitor the online comments and ratings,
and respond accordingly.
·        
Keenly analyze and evaluate social media strategies
and campaigns.
·        
Monitor trends in social media tools, applications,
channels, design and strategy.
·        
The incumbent will also identify threats and
opportunities in user-generated content surrounding UHMG’s work. Report notable
threats to appropriate management.
·        
Understand how the social media impacts search
traffic.
·        
Prepare and submit periodic status reports to the
supervisor for project monitoring and evaluation.
Qualifications, Skills and
Experience: 
·        
The applicant for the USAID UHMG Project vacancy
should hold  a Bachelor’s Degree or
higher in Mass Communication, Media, Social Media, Journalism, Marketing ICT, or
other related degree.
·        
Possession of a Post Graduate training in health
communication and social media will be an added advantage.
·        
Working knowledge of social media engagements, and
experience in working with community health intervention programs and in
dissemination of information through different communication channels.
·        
A minimum of four years’ relevant experience working
in building and managing online communities and creating and managing social
medial campaigns for public health programming for development/humanitarian projects/programs
in a donor environment, in managing social behavior change communication campaigns,
and in monitoring public health communication-related projects of similar scope
in a social marketing field.
·        
Previous experience working with USAID programs will
be an added advantage.
·        
Demonstrated handling of SBCC interventions and
hands-on ICT savvy experience in driving targeted SBCC campaigns through
engagement of social media platforms in Public Health Issues, communication stakeholder
management, and digital marketing tools is essential.
·        
Prior experience of using social networks in a business
context using online marketing techniques.
·        
Previous experience of using web content management
systems, sourcing and managing content development and publishing. Working
knowledge of SEO, data protection is desirable.
·        
The incumbent should have personal interest and
awareness in developing technologies and a passion for working with the Internet
to portray SBCC intervention programs.
·        
The incumbent should possess comprehensive knowledge
and understanding of Social Media platforms, their respective participants
(Facebook, Twitter, Google+Local, YouTube, Instagram, Pinterest etc.) and how
each platform can be deployed in different scenarios.
·        
Functional knowledge and/or personal experience with
social media applications and web design.
·        
Demonstrate creativity and documented immersion in
Social Media, with the ability to give links to profiles as examples.
·        
Skilled in editing copy and manipulating images
using graphics tools and using software.
·        
Excellent analytical skills (experience of
interrogating systems and compiling reports).
·        
Possess excellent verbal and written communication
skills with an ability to alter tone and style dependent on the audience.
·        
Proven ability to effectively communicate
information and ideas in written and video format.
·        
Demonstrable results in previous work environment
should reinforce claims to this experience.
·        
Excellent project management skills to independently
manage delegated assignments and make an immediate impact.
·        
This Social Media Officer should be an innovative
person with specific hands on knowledge and skills in planning, designing, implementing,
monitoring, and reporting of social media programs especially in prevention
activities, with an understanding of social cultural and economic issues
related to health.
·        
The applicant must be results driven and able to
deliver on set targets, with networking capabilities and able to manage
competing priorities.
·        
Computer literacy i.e. Proficiency in relevant
computer applications and databases, with practical skills and experience required
·        
Highly self-motivated, focused, disciplined
