About USAID PATH Advocacy for Better Health Program:
Advocacy for Better Health Program in Uganda is a  United States Agency for International
Development (USAID) funded program which aim 
to contribute to improvements in the quality, availability and
accessibility of health and social services by increasing citizens’ knowledge
and voice; increasing community participation in health service delivery
planning and improvements; and fostering cooperation among civil society actors
on issues of common benefit in order to strengthen the sector over the long
term.
Job Summary:  The
Accountant will build and support the financial management capacity for the 20
CSOs that PATH works with under the Advocacy for Better Health Project, lead
assessments of partners’ financial management capacity and ability to adhere to
USAID grant requirements. The incumbent will develop related action plans with
program and finance staff to address any capacity/system gaps, review periodic
financial reports to ensure adherence to PATH and USAID policies, support
follow up actions to resolve any identified problems with the CSOs.
Key Duties and Responsibilities: 
  • Build financial management capacity for
    the 20 CSOs that PATH works with under the Advocacy for Better Health
    Project.
  • Steer the assessments of partners’
    financial management capacity and ability to adhere to USAID grant
    requirements. Develop related action plans with program and finance staff
    to address any capacity/system gaps.
  • Regularly review periodic financial
    reports to ensure adherence to PATH and USAID policies. Support follow up
    actions to resolve any identified problems with the CSOs.
  • Actively monitor budgets and expenses on
    an ongoing basis and ensure that local partners do not exceed the approved
    budget.
  • Work in consultation with the Finance and
    Grants Manager to immediately address any financial issues and serve as
    point of contact for all financial issues related to sub awardees;
  • Conduct routine monitoring visits together
    with the Grants Officer to ensure compliance of CSOs with all USAID rules
    and regulations.
  • Verify all CSOs fixed assets bought using
    the Award funds and ensure that they meet the minimum requirements for
    Inventory as per USAID regulations.
  • Ensure compliance with PATH administrative
    and financial procedures and policies, including for local travel and
    related expenditures and for local workshops and meetings.
  • Ensure that Foreign Tax reports are
    accurate and submitted on time by CSOs.
  • Plan for all logistics required for CSOs
    trainings/Workshops.
Qualifications, Skills and Experience: 
  • The ideal candidate for the USAID Advocacy
    for Better Health Project Accountant should hold a  Degree in Business Administration,
    Finance, Accounting or other relevant field
  • A minimum of five years’ experience in
    financial management.
  • Proficiency in developing complex
    spreadsheets and financial tracking systems.
  • Working knowledge of applicable USAID
    procurement, contracting, grant rules and regulations, as well as
    administrative policies and techniques.
  • Expertise in administrative project management
    and training in international settings.
  • Excellent written and verbal communication
    skills.
  • Computer literacy skills i.e. Proficient
    in Microsoft Office Suite, in particular Excel.
  • Excellent communication skills in English.

to work in Uganda.
