About US:
UNHCO is a
Non-Governmental Organization formed in 1999 whose main goal is to improve the
quality of life of all people in Uganda through a rights-based approach. UNHCO
has received funding from Sida through the Swedish Embassy in Kampala for the
2nd phase of the Maternal Health Project (MHP) which is being implemented in 8
districts. The goal of the project is to contribute to the reduction of
maternal and newborn mortality in Uganda.
Job Summary:
 The Advocacy Officer will be responsible for
the development and implementation of the MHP advocacy strategy. He/She will
provide leadership to the MHP advocacy team, manage and develop effective
advocacy initiatives and network with the relevant stakeholders to influence
the right to health agenda focusing on maternal, newborn and child health.
Key Duties
and Responsibilities: 
  • Develop
    and implement the MHP advocacy strategy in line with UNHCO’s strategic
    plan and policies.
  • Provide
    leadership in defining annual advocacy agenda and leading advocacy
    activities ensuring the stakeholder buy-in.
  • Manage
    routine policy analysis and policy studies to inform advocacy.
  • Systematically
    link grassroot advocacy with national policy advocacy to influence policy
    and practice in the health       sector.
  • Represent
    VHR and UNHCO in various national policy processes relevant to the right
    to health in Uganda.
  • Build
    linkages and partnerships and maintain cordial relationships with key
    actors in line with the UNHCO Strategic Plan
  • Develop
    and implement periodic program work plans and submit period reports in
    line with UNHCO and donor requirements.
  • Develop
    and spearhead periodic advocacy campaigns/initiatives on the emerging
    health issues.
  • The
    Advocacy Officer should take lead in building the capacity of IPs in
    evidence based advocacy
  • Technically
    support resource mobilisation.
  • Carry
    out other project assignments as may be assigned from time to time.
Qualifications,
Skills and Experience: 
  • The
    ideal candidate should preferably hold a Bachelor’s degree in Humanities,
    law or other relevant field. Possession of a higher qualification in the
    relevant field is an added advantage.
  • A
    minimum of five or more years’ experience in the relevant field preferably
    with health related NGOs.
  • Skills
    in negotiation, lobbying, interpersonal relationships, research,
    communication and ability to work under pressure with minimal supervision.
  • Working
    knowledge of the right to health and related policies
  • Detailed
    current knowledge on the progress towards the achievement of the right to
    health
  • Ability
    to communicate with high level stakeholders
  • Good
    knowledge and understanding of the policy process and structures.
  • She/he
    must be fully grounded in global and national health policy and
    understanding of government budgeting process.
