Job Summary: The Project Manager is responsible for the
leadership and oversight of a cluster of up to four small to medium projects.
These include one to promote Task Sharing in Sexual and Reproductive Health
Care and Voucher and training projects. S/he will ensure the successful
delivery and impact of each project as proposed as well as business development
for ongoing work.
Key Duties and
Responsibilities: 
1. Provide strategic leadership and management oversight of the
projects in the delivery of all outcomes:
  • Devise
    and deliver project team planning and performance indicators and
    monitoring system requirements
  • Develop
    and adhere to technically robust annual work plans and budgets
  • Matrix
    management of the teams providing the services outlined in the contract,
    specifically hotline and sales teams for high performance
  • In
    charge of the recruitment of those teams as required
  • Ensure
    procurement supply chain is in place for the timely support to the
    delivery of project activities
2. Act as the official point of contact with each donor in Uganda
  • Working
    closely with Programme Officer, Regional FD and donor point persons in
    MSI, report regularly and communicate on issues related to programme
    changes following contractual obligation.
  • Host
    visits when required and provide additional communication as needed
  • Ensure
    full compliance with donor contractual, requirements
3. Build and maintain effective relationships project stakeholders:
  • Represent
    the project to external stakeholders presenting findings, lessons learned
  • Pursue
    decision-makers on issues affecting project effectiveness
  • Ensure
    client satisfaction
4. Provide overall quality assurance of project implementation in line
with MSI Global Standards
  • In
    charge of the planning for QAM oversight and monitoring
  • Arranging
    training and development where necessary

Qualifications, Skills and
Experience: 
  • The
    ideal candidate should preferably hold a Master’s Degree or higher in
    public health or social sciences, management or a related advanced degree
    relevant to the broad areas of RH/FP and CS. 
  • Significant
    experience designing, implementing and managing  complex RH/FP programs or projects in
    Uganda (preferably) Africa or in developing countries. 
  • S/he
    must have an understanding of approaches for actively revitalizing
    facilities and engaging communities, local government, local stakeholders
    (NGOs, private providers, private sector entities) in the planning,
    provision, management and sustainability of Maternal and Newborn care
    services.
  • Demonstrate  leadership qualities, in-depth technical
    and management expertise.
  • S/he
    should possess a positive professional reputation, and strong
    interpersonal, writing, and oral presentation skills.
  • Past
    experience interacting with government agencies, host country governments
    and counterparts, and international donor agencies. 
  • Prior
    experience as a supervisor, and as director of a project or program.
  • Matrix
    manage and motivate diverse teams in challenging environments under
    changing circumstances
  • Highly
    organised strategic thinking with an eye for detail
  • Possess
    the ability to communicate across cultures with diplomacy and clarity
  • Problem
    solve and implement solutions
  • Proven
    substantial project management skills
  • Past
    experience in health voucher schemes an advantage
  • Proven
    organisation skills
  • Matrix
    management and ability to work across teams
  • Evidence
    of work supporting women’s rights 
    to safe abortion
  • Excellent
    track record of achieving project deliverables and financial performance
  • Proven
    experience managing diverse teams to deliver complex programming on time
    and under changing circumstances
