Job Summary: The Monitoring & Evaluation Manager
will oversee the effective implementation of measurement and analytical
reporting for all MSU service delivery channels and operations. S/he will
oversee: 1) the effective management of existing management information
systems; and 2) the regular implementation of MSU evaluation tools (client exit
interviews, IMPACT, M4QA).  S/he will
support MSU team leaders to develop effective performance dash boards that provide
clear presentations of programmatic performance against service delivery
projections and programme deliverables.
Key Duties and
Responsibilities: 
1. Successful delivery of annual costed monitoring and evaluation work
plan:
  • Develop
    annual costed work plan with clear deliverables and timelines that meets
    the needs of the MSU programmatic implementation and all MSU operations
  • In
    charge of the implementation of costed work plan to time and budget
  • Responsible
    for the management of Monitoring and Evaluation team
  • Identify
    and implement appropriate systems solutions to improve efficiency,
    effectiveness and cost savings across MSU platforms
2. Effective development of performance analytics and dashboards that
delivers cost-effective, clear and systematic performance reporting:
  • In
    charge of the development of appropriate dashboards and data collection to
    meet the required programmatic needs of outreach, BlueStar,
    communications, vouchers, quality and operations
  • Monthly
    performance dashboards produced and shared with SMT and across departments
  • Effective
    collaboration and coordination with all programmatic and operations teams
    to ensure regular collection of accurate data
  • Develop
    cost-effective systems for data collection and verification to meet
    programmatic needs
  • Development
    of appropriate reports, trend analysis and strategic mapping as requested
    by COP and SMT
3. Implementation of existing MSU evaluation tools
  • In
    charge of the management and implementation of existing MSU Systems
    (including the GIS system, Marietext and CLIC)
  • Effective
    management and implementation of MSU evaluation tools (client exit
    interviews, IMPACT, M4QA)
Qualifications, Skills and
Experience: 
  • The
    ideal candidate should hold an advanced degree in Public Health, Social
    Science or other related discipline
  • Working
    knowledge of GIS and data management applications/platforms essential
  • Eight
    years’ experience of applied skills in designing, implementing, monitoring
    and evaluation activities and special studies for RH/FP or related
    programs.
  • Detailed
    working knowledge of M&E issues with respect to the special
    populations of interests
  • Past
    experience supervising monitoring and evaluation efforts for
    multi-country, multi – faceted programs.
  • Demonstrated
    analytical skills and experience to identify and evaluate best practices
    and state of the art approaches to be utilized by the project
  • Possess
    strong writing and organisational skills for reporting on program and
    study results
  • Experience
    in managing national GIS and networks
  • Experience
    in electronic database development and management
  • Ability
    to communicate effectively to non-technical teams about MSU and database
    systems
  • Experience
    in performance metric dashboard development
  • Proven
    ability in costed work plan development
  • Skills
    in Budget management
  • Ability
    to manage a diverse team
  • The
    applicant should be proficient in more than one Ugandan language
