Job Summary: The Project Specialist works closely with
the Country Representative (CR) to manage MSH program activities that are not
project specific. The incumbent will support the CR in coordinating the country
level planning and learning initiatives and identifying synergies across the
MSH projects. S/he will initiate one MSH country specific team building
activities and support the CR to ensure timely resolution of issues,
constraints or problems affecting MSH
Key Duties and
Responsibilities: 
1. Program management:
  • Support
    the CR to follow up and monitor implementation of the country strategy and
    work plan.
  • Actively
    coordinate country planning and review meetings and ensure proper
    documentation of key issues that require CLT follow up.
  • Works
    in liaison with the CR to prepare country reports and annual plans in
    appropriate formats.
  • Actively
    facilitate and coordinate learning initiatives at country level e.g. brown
    bags in close collaboration with the country communications manager.
  • Establish
    a database of MSH best practices at country level and review the MSH HO
    database to identify best practices that can be replicated.
  • Actively
    coordinate CR’s engagement in project activities in close collaboration
    with the project directors.
  • Support
    the CR in scanning and navigating local environment such as identifying
    foras for MSH contribution to national policies, national budget process
    and relevant health related bills.
  • Support
    the CR to identify issues, constraints, problems affecting MSH in-country
    performance.
  • Regularly
    review project work plans and identify areas of synergy and support their
    integration in the country plan as appropriate.
  • Oversee
    learning initiatives at country level.
2. Administrative:
  • Organize
    high level meetings between the CR, donors, MoH, partners and other key
    stakeholders.
  • Initiate
    one MSH country specific team building and welfare activities in line with
    the country plan and CLT resolutions.
  • Perform
    any other executive roles as identified by the country representative.
Qualifications, Skills and
Experience: 
  • The
    candidate should preferably hold a Bachelor’s degree required, preferably
    in humanities, with good knowledge of program management.
  • A
    minimum of five or more years’ experience in providing program and
    administrative support to donor-funded projects.
  • Advanced
    computer skills in word processing, presentation, organizational chart and
    spreadsheet applications; Microsoft Office preferred, along with ability
    to learn new software packages.
  • Past
    experience in monitoring work plans and following up program activities.
  • Possess
    the ability to be proactive, learn complex procedures, work independently,
    and execute tasks efficiently.
  • Demonstrated
    competence to assess priorities and manage a variety of activities in a
    time-sensitive environment and meet deadlines with attention to detail and
    quality.
  • Familiarity
    with communication protocols and event planning.
  • Excellent
    written, oral and interpersonal communication skills, with ability to work
    in a team.
  • English
    fluency and strong administrative, organizational, and written and verbal
    communication skills.
