Job Summary:  The
Senior Officer FACT actively contributes to Save the Children’s capacity to
implement the Fertility Awareness and Community Transformation (FACT) Project,
as a means of increasing use of family planning by improving fertility
awareness and expanding access to fertility awareness-based methods (FAM).  The FACT Project is a research, intervention,
and technical assistance project focused on answering significant questions related
to fertility awareness and fertility awareness methods (FAM) implemented by
Save the Children International in collaboration with Institute for
Reproductive Health (IRH) George Town University in Northern and Eastern
Uganda. In Northern Uganda the project is specifically implemented in the
districts of Nwoya and Gulu, the project will test the hypothesis of working
through groups focused on non-health activities. Strong linkages to the health
system and collaboration with health workers, is essential to interventions
success. Save the Children leads the implementation of the intervention, based
on formative research conducted to inform intervention design. The job holder
will collaborate with Georgetown University Institute for Reproductive Health staff
on intervention design, implementation, and facilitating ongoing research
activities to test the hypothesis. The Senior Officer may be called upon as and
when necessary to support the emergency team in cases of humanitarian crisis.
Qualifications, Skills and
Experience: 
  • The
    candidate should hold a Bachelor’s degree or higher in a Health related
    field, Nursing, Development Studies, Adult Education or related field.
    Accrued working experience, with skills and experience in implementation
    of community based Family Planning project 
    or parenting projects.
  • Past
    experience in gender programming and previous experience in implementation
    of reproductive health/family planning programs within Gulu is an
    advantage.
  • Possession
    of a Postgraduate training in Reproductive Health, Gender related field,
    Population Studies or Management is an added advantage.
  • At
    least three years working experience in implementation of reproductive
    health/family planning, HIV/AIDS, health related programming in Uganda
    (preferably with an International NGO).
  • Past
    experience and knowledge of working in Gulu and ability to speak the local
    language Luo fluently is a strong requirement.
  • Good
    knowledge, understanding and willingness to learn about models of
    implementing Fertility Awareness (FA) and Fertility Awareness Based
    Methods (FAM) programming outside a clinical environment.
  • Past
    experience of working with local partners and training others in
    Reproductive Health or other Health service delivery is a requirement.
  • Working
    knowledge of Sexual Gender Based Violence programming and sexual behavior
    change communication (SBCC) is desirable.
  • Past
    experience in project monitoring, training and mentoring (excellent
    analytical skills).
  • Ability
    to provide technical support to community groups implementing
    interventions for young people aged 18-25 years old that explore health
    practices from a gender norms perspective.
  • Past
    experience of working with local partners and District Local Government in
    Child Rights Governance, Health, Nutrition, Education, HIV/AIDS or Child
    Protection is an added advantage.
  • Excellent
    analytical skills and strategic planning abilities.
  • Possess
    the ability to establish and maintain conducive collegial relations and
    perform effectively as a member of a team.
  • Computer
    literacy and excellent documentation skills are a must.
  • Availability
    and willingness to work extra hours during times of humanitarian
    responses.
  • Highly
    developed cultural awareness and ability to work well in an international
    environment with people from diverse backgrounds and cultures.
  • Possess
    the ability to intervene with crisis management or troubleshooting as
    necessary.
  • Exceptional
    interpersonal and communication skills including influencing, negotiation
    and coaching.
  • Excellent
    time management and planning capacity.
  • Willingness
    to travel and work in hard-to-reach areas, occasionally under strenuous
    conditions.
  • Availability
    and willingness to work extra hours during times of humanitarian
    responses.
