areas of young people’s lives: livelihoods and employment; sexual and
reproductive health; and civic participation. In Uganda we have been supporting
youth-focused programming for over 15 years and currently operate in 14
Districts across the Eastern, Northern and Central regions of the country.
Job Summary:  The Senior Manager will essentially provide
Programme Governance and Direction. The successful candidate will be
responsible for ensuring all Restless Development Uganda’s innovative,
youth-led programmes adhere to organisational quality standards and deliver
results. The successful candidate will take charge of programme leadership and
planning, personnel management, and support organizational strategic fundraising
and effective finance management across all programmes. He/she will be part of
the Uganda Leadership Team and will work closely with Restless Development’s
International Programme Quality Unit. He/she will have proven management
experience, a strong commitment to youth-led development, and the dedication to
ensure successful delivery on our national strategy.
Key Duties and
Responsibilities: 
1. Programme leadership and Planning: 45% Working closely with the Head of
Operations, Programme Managers in each region and Monitoring, Evaluation and
Research Manager, specific responsibilities include:
  • Managing the programme design, development and innovation efforts for
    Restless Development Uganda
  • Leading development of annual programme goals, expected outcomes,
    outputs, targets and define success of the different projects.
  • Leading a collaborative effort to define programme delivery
    approaches and performance criteria while ensuring that programmes are
    aligned with Restless Development’s Programme Quality standards, the
    National Strategic Plan and the relevant Ugandan Government policies and
    programmes
  • Performing over-sight of programme monitoring, evaluation and
    reporting, working closely with the Monitoring and Evaluation and Research
    Manager, including taking the lead on the development of the National
    Progress Reports.
  • Document evidence of good practice for both internal and external
    learning
  • Take full responsibility of programme risk management by analyzing
    data, anticipating, identifying and mitigating risk factors.
  • Actively collaborate with the Head of Operations to establish and
    manage operational systems and staff structures required to successfully
    and efficiently achieve programme outcomes
  • Develop new and review existing programme material to align with
    programme goals and Restless Development quality standards.
2. Serve as a member of the organisation’s Leadership
Team, upholding organisational strategy and direction: 15%
Organisational values and acting
as a role model at all times:
  • Represent programme team in strategy development processes and
    ensure critical outcomes are properly represented and prioritized.
  • Technically support development of strategic partnerships,
    including representing Restless Development at relevant public events
  • Compile and submit regular reports on programme performance for
    the Leadership Team and national board to inform decision-making
  • Serve as the primary liaison for programme quality issues with the
    International Programme Quality Unit and other Restless Development
    offices, sharing best practice and coordinating support in priority areas
3. Personnel Management: 15% Work with the Head Of Operations
to accomplish human resource objectives by:
  • In charge of recruiting, selecting, and orienting programme staff
  • Line management of Programme Managers
  • Designing and leading training and other capacity-building
    initiatives for staff in the Programmes Unit and others
  • Take charge of the performance management cycle for programme
    staff while ensuring that all staff in the Programmes Unit have up to date
    performance objectives and career development plans and that Line
    Management and Performance Management meetings are happening.
  • Ensuring programme teams adhere to organisational policies and
    practices
  • In charge of strengthening internal systems and processes for
    shared learning between the different programme teams and across the
    organisation
4. Contribute to fundraising and partnership efforts: 10%
Working
closely with the Country Director and the Fundraising and Partnerships Manager:
  • Contribute to programme design for new proposals and coordinate
    input from Programme Managers
  • Develop budgets, negotiate contracts and contribute to management
    of external partners
  • Technically support compliance with current donor agreements,
    including timely reporting
  • Contribute to the development of reports and PR materials to
    support the profile and visibility of Restless Development
5. Ensure effective financial management: 10% Working closely with the
Country Director and the Leadership Team:
  • Manage the development of annual budgets for all programme units
    in line with the national and global strategy and ensure programmes meet
    reforecast requirements at all time.
  • Support Programme Managers to regularly monitor their unit budget
  • Ensure Restless Development finance policy is adhered to by
    programme staff
6. Other: 5%: Perform any other duties as required,
occasionally working on weekends and holidays for which time off in lieu can be
taken.
Qualifications,
Skills and Experience: 
  • The applicant should possess a Graduate-level Degree in relevant
    field of study or equivalent work experience
  • Up to date knowledge of relevant national and international
    frameworks in the areas of youth livelihoods, sexual and reproductive
    health and rights, and civic engagement
  • Proven leader with at least five years of experience in
    international development designing and implementing programmes
  • Past experience of supporting youth-led and youth-focused
    programming across thematic areas relevant to Restless Development
  • Prior experience managing a team, including distance management
  • Past exposure and experience in designing and developing
    multi-year funding proposals for a range of donors
  • Excellent written and verbal communication skills
  • Excellent partnership skills, including experience of working in
    coalitions
  • Excellent analytical skills and ability to present complex
    information concisely
  • Capacity to lobby, influence and represent Restless Development at
    all levels
  • A commitment to the organisation’s mission and values
  • Past experience producing written briefings and other materials
    for external and internal audiences is desired
  • Past experience with Monitoring and Evaluation systems and
    research, including participatory research approaches will be an added
    advantage
  • The applicant must be results orientated, highly self-motivated
    and have demonstrated analytical skills and ability to communicate
    effectively.
