Austrian Embassy Development
Cooperation (ADC) supports countries in Africa, Asia, South Eastern and Eastern
Europe as well as the Carribean in their sustainable development. The Foreign
Ministry (FMEIA) plans ADC strategies and programmes. The Austrian Development
Agency (ADA), the operational unit of ADC, implements these together with
public institutions, non-governmental organisations and enterprises.
Job Summary:  The ADC Programme Officer Water &
Sanitation will have responsibilities that include the overall management of
the Water and Sanitation sector portfolio and programme, sector coordination
and sector policy dialogue, project management and other related tasks.
Key Duties and Responsibilities:
  • The
    incumbent will specifically be responsible for programme management
    including planning, implementing as supervising, monitoring work
    programme, project management including identification, appraisal and
    implementation
  • He
    / she will also be responsible for project monitoring, documentation and
    information, support to project evaluation
  • Active
    participation in the Water and Sanitation sector coordination and policy
    dialogue
  • Ensure
    Sector knowledge management, participation in the dialogue on Water and
    Sanitation and related themes within ADC and the Ugandan context
Qualifications, Skills and Experience: 
  • The
    ideal candidate for the Austrian Embassy Development Cooperation (ADC)
    should hold a University degree in Water or Civil engineering, Water
    resource management, Environmental/Natural resource management, Health and
    Hygiene, OR in Development studies OR equivalent with a focus on Water and
    Sanitation related subjects
  • A
    minimum of ten or more years work experience, seven years thereof in programme
    and project cycle management, including financial project management and
    financial reporting
  • Good
    knowledge and understanding of the Ugandan Water and Sanitation sector
    governance, organisation and administration.
  • Demonstrated
    work experience with international institutions and agencies and in
    management of donor-funded projects
  • Possess
    excellent computer and English language skills knowledge of German
    language is an advantage
