Job Summary:  The Tax
Officer – Language Specialist will implement tax policies and regulations in
support of the assessment, collection, enforce recovery of taxes and language
translation services to URA, management, staff, tax payers and stakeholders in
line with the URA Policies to facilitate optimum revenue and improve taxpayer
compliance
Key Duties and
Responsibilities: 
  • Steer
    the development of specialist tax payer information and education
    programmes targeting specific tax payer communities.
  • Steer
    the design and translation of specialist tax payer information for
    targeted tax payer communities.
  • Serve
    as a resource person on the team handling critical tax payer audit
    programmes.
  • Offer
    assistance to Management on the most effective ways to reach out and
    support the targeted tax payer communities and to promote relations with
    URA.
  • Provide
    consultation and/or technical assistance to colleagues and community
    stakeholders in the area in the implementation of tax programmes.
  • Support
    in the development and dissemination of culturally and linguistically appropriate
    tax literature and educational materials.
  • Develop
    connections and formal/informal agreements with specific tax payer
    communities, ethnic, cultural and other diverse groups in the community.
  • Create
    mechanisms to receive cultural community input that informs the design and
    implementation of the tax administration initiatives.
  • Develop
    education and outreach strategies and partner with cultural and
    community/neighbourhood leaders and organizations to foster partnerships
    and coordination so that the cultural community is included in the
    development and implementation of the tax administration programmes.
  • Support
    in the development of a training plan and training performance standards
    and offer technical assistance to deliver the appropriate trainings and
    serve as a trainer.
Qualifications, Skills and
Experience:          
  • The
    URA Tax Officer – Language Specialists should hold a Bachelor’s degree in
    Humanities or Education with a bias in languages and or Mass Communication
  • The
    candidates MUST be fluent in both Written and Spoken capability for in any
    of the three languages of Hindi, Chinese (Mandarin/Cantonese) and
    Ngakarimojong.
  • Previous
    working experience with a community based organization working in the
    Karamoja area or with a language translation company for candidates
    applying for Chinese and Hindu Language position will be an added
    advantage.
  • Specialised
    training in Taxation and Revenue Administration will be an added
    advantage.
  • Previous
    experience with a media company, radio and or print media will be an added
    advantage.
  • Working
    knowledge of cultural and linguistic competence principles and concepts
  • Knowledge
    of organizational change principles and concepts
  • Working
    knowledge and expertise in the use of multimedia systems for communication
    including social media
  • Bi/multilingual
    in language(s) spoken by community served (Ngakarimojong preferred)

About URA:
The Uganda Revenue Authority
(URA) was established by the Uganda Revenue Authority Statute of 1991 and set
up in September of the same year as a central body for assessment and
collection of specified revenue, to administer and enforce the laws relating to
such revenue and to provide for related matters. This statute incorporated all
the laws that were in force then regarding tax collection. The new organization
(URA) amalgamated the three tax administration departments that were
responsible for all the taxes collected by the Central Government of Uganda.
