Job Summary:
The IT & Rural Finance technical Officer will primarily be responsible for implementing daily operational aspects of all issues related to the project.
The incumbent will also be handling all technical aspects and further developing the area of responsibility in accordance with the specified quality standards
The jobholder will also be maintaining of a good flow of communication and information between all involved institutions and counterparts and GIZ
The technical professional performs the following tasks:
Key Duties and Responsibilities: 
1. Management and Coordination:
  • Designs, develops and maintain web-based applications for information sharing and dissemination on Agricultural Finance
  • Technically supports the development of IT-based tools to support the agricultural lending business of partner institutions
  • Assists in the development and maintenance of an impact based monitoring & evaluation system
  • Coordinates and assists in preparing and conducting programme activities related to Agricultural Finance
  • Supports the national and international advisers in carrying out their work in Agricultural Finance
  • Assists the programme with all organisational and management issues
  • Actively participates in the formulating of programme action plans and helps synchronise the planning and budgeting system and counterparts
  • The incumbent is also jointly responsible with the partner institution for preparing, implementing and documenting training events, workshops, forums, team meetings and other programme activities
2. Communication and Networking:
  • Develops and maintains contact with all important stakeholders
  • Offers technical guidance and assistance to local and international experts
  • Makes certain that knowledge management collects, processes and distributes relevant information, monitors communication and interaction between government institutions, NGOs and society through analyses of the media, direct dialogue participation in meetings and seminars etc
3. Additional Roles: Performs any other duties and tasks at the request of management
Qualifications, Skills and Experience: 
  • The ideal candidate for this GIZ opportunity should possess a good university degree in Information and Communication Technology.
  • Additional knowledge in Agricultural Finance is desired.
  • A minimum of three years’ professional experience in a comparable position
  • Excellent working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office esp. MS Access and SQL). Extensive knowledge and understanding of design and use of web based applications is an added advantage.
  • Excellent managerial and organisational competence
  • Willingness to travel (abroad) regularly
  • Language proficiency: English language
  • Possess willingness to upgrade some skills as required by the tasks to be performed corresponding measures are agreed with management
