through internet technologies. With its headquarters in Gulu, the company has
set up internet connected centers in various parts of northern Uganda, forming
a social enterprise following an innovative business model.
Job Summary: The Human
Resource Officer and Personal Assistant will oversee the human resource
function of the company in compliance with regulations and also provide
administrative support to Senior Management
Key Duties and Responsibilities: 
1. General:
  • Determine
    staffing numbers, skills and needs required to meet SINFA’s objectives.
  • Analyze
    skills and qualities required for each job and develop job descriptions
    and person specifications
  • Manage
    and assist in the recruitment of staff and prepare reports including
    posting job adverts
  • Conduct
    training needs analyses in liaison with line managers
  • Plan
    and where necessary deliver training to staff including induction of new
    staff
  • Assist
    management understand and implement the HR policies and procedures and
    enforce code of conduct
  • Administer
    payroll, leave and any other benefits.
  • Maintain
    up to date and accurate employee records and personnel files.
  • Support
    management in addressing grievances and implementing disciplinary
    procedures
  • Administer,
    interpret and advise on labor law and ensure the company is operating in
    compliance with the labour laws
  • Assist
    in drawing plans for future personnel needs and help implement any
    organizational changes
  • Oversee
    and enforce employee services such as Counselling and Health and Safety in
    the work place.
  • Responsible
    for contracting staff
  • Managing
    staff performance, evaluations and appraisals
2. Administrative:
  • Organize
    and attend meetings and ensure that the CEO is well prepared for meetings
  • Document
    and           provide general
  • assistance
    to the CEO during meetings and presentations
  • Prepare
    letters, presentations and reports
  • Manage
    incoming and outgoing mail and often, any correspondences on behalf of the
    CEO
  • Organize
    and maintain diaries
  • Implement
    and maintain administrative systems and filing
  • Screening
    phone calls, enquiries and requests and handle them when appropriate.
  • Meet
    and greet visitors at all levels of seniority
  • Carry
    out research when necessary and present findings
  • Make
    travel and accommodation arrangements
  • Liaise
    with clients, service providers and staff as required
Qualifications, Skills and Experience: 
  • The
    ideal candidate should possess a Bachelor’s Degree in Human Resource
    Management or a relevant field.
  • The
    applicant should hold a Post Graduate qualification in People Management
    or Stenography
  • At
    least three years relevant work experience.
  • Good
    working knowledge of database, spreadsheet and word processing packages
  • Excellent
    oral and written communication skills
  • Demonstrable
    planning and organizational skills
  • Be
    able to observe confidentiality Good working knowledge of Employment Act
    and Labour laws
  • Past
    experience of working in Northern Uganda will be an added advantage
  • Excellent
    team building skills
  • Previous
    experience in managing contract staff
  • Knowledge
    of HR Management Systems is an added advantage
  • Possess
    the ability to Persuade and Influence
  • Ability
    to Plan and Organize
  • Ability
    to Follow Instructions and Procedures
  • Ability
    to Adapt and Respond to Change
