Job Summary: The M&E Officer will have the
responsibility of developing  and
implementing of the Project’s performance Monitoring &
Evaluation / Humanitarian Accountability (M&E / HA) system and establish
information/data base for management purposes in line with World Vision
Uganda’s mission.
Key Duties and Responsibilities:
  • Develop and supervise
    administration of the project performance M&E tools to track
    indicators in line with the project Log frame, Detailed Implementation
    Plan (DIP) and M&E Plan.
  • Develop &
    supervise implementation of the HA mechanisms including Community Response
    (CRM) and community engagement in line with the project design and WVU
    mission.
  • Identify target groups
    for M&E/HA through sampling and other methods, for the conduct of
    M&E/HA exercises among project beneficiaries and other stakeholders,
    including women and/or children, such as surveys, focus-groups
    discussions, individual interviews or other approaches as agreed.
  • Conducts analysis of
    data, providing both descriptive and inferential statistics, as well as
    qualitative analysis, that will allow for an enhanced understanding of the
    project indicators.
  • Prepares M&E/HA
    reports documenting related findings, including the impact of World Vision
    work to the communities.
  • Develop and implement
    HA information provision and community engagement strategies in line with
    World Vision Mission.
  • Prepare M&E/HA
    monthly reports (and
    contribute to overall project progress reports) for
    management decision making in line with the program implementation plan
    and donor requirements.
  • Prepare M&E/HA
    recommendation matrix in line with WVU & donor requirements, and track
    courses of action taken by the different project stakeholders including
    project management, beneficiaries, WFP, community leadership, among
    others.
  • Implement the National
    Office/Grants/HEA evaluation initiatives in the project target
    communities, as well as provide technical support or information/data
    required to support proposal development for resource mobilization in line
    with World Vision Uganda mission.
  • Offer leadership and
    technical support to the M&E/HA Assistants, and technical support to
    the project staff, beneficiaries and other stakeholders on M&E/HA
    according to WVU evaluation strategy & donor requirements 
  • Perform any other
    duties and responsibilities as assigned by the Commodity Manager.
 Qualifications, Skills and Experience:
  • The prospective World
    Vision M&E Officer must hold a University degree in development
    discipline.
  • At least two years’
    field experience in monitoring and evaluation: designing, preparing and
    conducting surveys, collecting and analyzing baseline data, and reporting.
  • Experience gained
    within World Vision specifically Grants/HEA would be an advantage
  • Ability to work in a
    team and be prepared to lead and train subordinates.
  • Good working knowledge
    of statistical and qualitative data analysis packages e.g. SPSS, Epi-info,
    Nvivo, etc.
  •  All
    candidates must be mature and committed Christians, able to demonstrate an
    active involvement with their faith and also able to appreciate and stand
    above denominational diversities.
