About GAPP:
Governance, Accountability, Participation and Performance (GAPP) Program is
a five-year governance program designed to increase citizen participation,
institutional accountability and local governance for effective service
delivery. To achieve this goal, the GAPP Program will focus on three
components: (1) Support and strengthen national level government accountability
institutions in their interaction with local governments; (2) Strengthen local
government revenue, procurement, financial and planning systems; and (3)
Strengthen civil society organizations (CSOs) and other non-state actors (NSAs)
through grants and technical assistance to improve voice and accountability.
The GAPP Program will work at the national level and in at least 25 districts
in Uganda.
Key Duties and Responsibilities: The District Coordinator will
mainly be responsible for the following:
  • Serve as the project’s resident
    representative in assigned districts and as a regional liaison to the
    project headquarters office in Kampala.
  • Coordinate and support the preparation,
    implementation, and follow-up of GAPP activities in assigned districts, as
    detailed in the work plan.
  • Assist in ensuring quality and oversee the
    work of grantees (in coordination with the Grants Manager), subcontractors
    and consultants working in assigned districts.
  • Provide timely reports, other written
    materials, and data for monitoring and evaluation as required by the
    Kampala office.
  • Coordinate with partner Local Governments,
    Civil Society Organizations, and other Non State Actors.
  • Assist in fostering integration and coordination
    among component activities.
  • Perform any other duties as assigned by
    the Local Government Expert or Chief of Party.
  • Report to the Local Government Expert.
Qualifications, Skills and Experience: 
  • The applicant should hold a master’s
    degree in a related field
  • Three or more years’ professional
    experience or a Bachelor’s degree and six years of experience.
  • Knowledge of and experience with local
    governments, CSOs, and/or other NSAs in Uganda.
  • Possess willingness and ability to work
    independently with minimal supervision and as part of a team.
  • Strong organization and oral and written
    communication skills.
  • Posses the ability to travel frequently to
    partner local governments (including districts, sub counties and parishes)
    as needed.
  • Fluency in English is required; knowledge
    of other local languages is preferred.
