About GAPP:
Governance, Accountability, Participation and Performance (GAPP) Program is
a five-year governance program designed to increase citizen participation,
institutional accountability and local governance for effective service
delivery. To achieve this goal, the GAPP Program will focus on three
components: (1) Support and strengthen national level government accountability
institutions in their interaction with local governments; (2) Strengthen local
government revenue, procurement, financial and planning systems; and (3) Strengthen
civil society organizations (CSOs) and other non-state actors (NSAs) through
grants and technical assistance to improve voice and accountability. The GAPP
Program will work at the national level and in at least 25 districts in Uganda.
Key Duties and Responsibilities: 
The Office Manager will primarily be responsible for;
  • Transport
    Management:
    Will oversee a regular maintenance schedule for all
    vehicles covering repairs, fuel consumption and other information—and
    ensure that vehicles log books are kept up to date.
  • Inventory
    and Maintenance of Equipment, Materials and Supplies:
    Will assist
    in maintaining all Office Equipment, Computers, Photocopiers and the
    Telephone System. Ensure that all RTI assets are safeguarded and used
    properly and maintain the inventory system of non-expendable and supplies
    according to RTI procedures. Maintain an adequate and constant inventory
    of office supplies.
  • Procurement:
    Receive requests from staff/consultants for goods and/or services and
    prepare the requisition for approval as per RTI procedures and oversee all
    procurements ensuring appropriate segregation of duties.
  • Travel/Logistics:
    Assist in making travel arrangements for staff and consultants as required
    for RTI activities, including flight reservations, accommodations, visas,
    transport, and other travel requirements. Coordinate logistical support
    for staff and consultants, including transport, office setup, hotel
    accommodations, meeting and conference bookings, etc.
  • Human
    Resources:
    in conjunction with RTI Human Resources Manager for
    Uganda, support new staff orientation and on boarding, maintain Staff
    Attendance Register and Staff Leave Record.
  • Perform any other administrative duties as
    assigned by the COP or FAM and will supervise the project headquarters’ IT
    Specialist and Drivers.
Qualifications, Skills and Experience: 
  • The Office Manager should ideally possess
    a master’s degree in a related field and a minimum of one year of
    professional experience, or a bachelor’s degree in a related field and a
    minimum of three years of professional experience.
  • A minimum of seven years’ previous office
    management experience, preferably on a USAID/USG or other donor-funded
    project in Uganda.
  • Possess the ability to work in a
    team-oriented, fast-paced environment.
  • Excellent organizational, administration,
    and oral and written communication skills.
  • Previous experience supervising
    administrative staff.
