Job Summary: The Quality Assurance Specialist will implement,
support and maintain medical relationships with ProFam providers and facilities
for all PACE programs. The incumbent will execute and recommend strategies to j
improve and ensure quality, professionalism, client safety, and regulatory
compliance for all PACE health areas.
Key Duties and Responsibilities: 
1. Planning and Quality
Assurance:
  • Monitors reviews and tracks the
    implementation of quality assurance policies and procedures and
    facilitates development or changes to SOPs, policies, training materials,
    and other documents for all health services;
  • Develops and maintains SOPs for private
    sector service providers as well as obtains requested information,
    resolves problems, and identifies opportunities for improvement:
  • Reviews and adapts training tools HMIS, QA
    checklist for private sector.
  • Ensures systems used in QA are properly
    maintained (e.g., QA audit records, training records):
  • Carries out ward rounds, drills, reviews
    and evaluates patients’ medical records, to ensure competence and
    compliance to SOPs among Profam providers and regularly notifies Head of
    Programmes and PACE management of quality/ compliance trends and sen/ice
    failures
2. People and Culture
Management/Partnerships:
  • Coaches and mentors all PACE regional
    quality assurance staff and providers for continuous on- the-job-skills
    improvement in service provision
  • Carries out quality support supervision to
    achieve a satisfactory working environment with staff and ProFam clinics
    in relation to quality-assurance;
  • Work in close collaboration with PACE
    Programs Department, evaluates responses to field and other reports and
    performs follow-up with staff, ProFam providers, ProFam owners, or others,
    if needed, to ensure resolution
3. Financial and Asset
Management:
  • Reviews, monitors and tracks budget, commodities
    and equipment donated or sold to network and partner clinics.
  • Makes certain that activities and
    expenditures are in line with approved budget and work plan.
4. Risk Management:
  • Reviews, monitor and tracks risk
    management guidelines and procedures for adverse results, responds to
    surveys on quality issues and reports of adverse results: Prepares
    action-taken reports for Head of Programmes, MUM Chief of Party, and
    Senior Management Team.
  • Monitors the implementation of annual
    internal medical audit and coordinates biennial (every two years) external
    medical audits to verify that facility procedures and records are in
    conformance to applicable SOP and regulatory requirements; and recommends
    appropriate data-gathering mechanisms, procedures, etc;
5. Knowledge Management: Supports
large research activities involving data collection and / or small scope
research on individual topics drafting recommendations to QA management; shares
success stories, lessons learnt and best practice to inform program planning
and institutional development.
6. Advocacy, PR and
partnerships:
Actively participates in MOH and partner coordination
meetings /technical working groups ensuring the establishment and maintenance
of linkages with other implementing partners at national level; and advocates
for private sector role in health services in all appropriate forums.
Qualifications, Skills and Experience: 
  • The prospective employee should ideally
    hold a good Bachelor’s Degree in Medicine and Surgery or Medical degree
    preferably with specialization in obstetrics and gynecology;
  • Proven ability to work with various
    partners including privates sector medical providers, NGOs, MoH, Local
    governments, CBOs and other stake holders;
  • Valid registration under the Uganda
    Medical and Dental Practitioners Association;
  • Comprehensive knowledge and understanding
    of the clinical aspects of maternal and reproductive health services;
  • Demonstrated ability to mentor technical
    staff and medical providers;
  • Excellent verbal, written and
    interpersonal communication skills (excellent communication and
    presentation skills);
  • Demonstrated ability to work well in a
    team as well as individually;
  • Possess the ability to work with minimum
    supervision;
  • Excellent management skills; and
  • Possess a Valid national driving permit
    with demonstrated ability to drive is an added advantage.
