About MSC:
The Microfinance Support Centre
Limited (MSC) is an institution fully owned by the Government of Uganda (GOU).
MSC was incorporated in 2001 as a company limited by guarantee, as part of
GOU’s effort to promote access to affordable financial services for increased
employment and wealth. MSC offers affordable credit through its network of 13
regional offices spread throughout the country. MSC has so far served clients
in 110 districts in Uganda. MSC gives priority financing to support the
agricultural production value chain namely; production, value addition and
marketing. Besides credit, MSC provides capacity building to its clients
including SACCOs, Cooperative Unions, MFIs and SMEs to enable them manage their
organisations sustainably.
Job Summary: The Manager Monitoring
and Evaluation will be primarily responsible for monitoring and evaluation of
performance of the Company and clients against the MSC organisational set plans
and strategies.
Key Duties and Responsibilities:  
  • Develop
    monitoring and evaluation approaches and systems to measure Company’s
    output and impact on poverty eradication.
  • Charged with
    the development and updating the Company’s and clients data collection
    instruments.
  • Work in
    liaison with field staff and clients to up-date the data collection
    instruments for socio-economic data
  • Perform periodic
    field monitoring of the activities of partner clients to identify problems
    and recommend possible solutions
  • Conduct impact
    assessment of the Company’s services on the clients and communities.
  • Participating
    in impact evaluation of the Company’s services on the clients, community
    and collaborators
Key Performance Areas:  
  • Institutionalised
    M&E framework, processes and procedures
  • Periodic
    assessment and evaluation of the company’s performance as well as clients
  • Strategic
    assessment of the organisation through the ED
  • Management,
    performance and development of all staff in the unit.
Qualifications, Skills and Experience:  
  • The
    applicant must hold a bachelor’s degree (Honours) in Social Science,
    Statistics, or Economics from a recognized University
  • An
    additional post graduate diploma in Monitoring and Evaluation is a must.
  • Possession
    of a master’s degree in the relevant field is an added advantage.
  • Professional
    qualification in project planning and management is desirable.
  • A minimum
    of five years’ experience in monitoring and evaluation of microfinance
    activities, two of which should be at middle level management.
  • Be highly
    self-driven with a high level of responsibility.
  • Possess
    the ability to meet deadline with minimal supervision.
  • Computer
    literacy skills with knowledge of statistical packages.
Age: between 30 -45 years.
