About PPG: 
People Performance Group (PPG) seeks
to recruit on behalf of its valuable client HCRI-Uganda which is a leading, is
a joint research effort between the Uganda Cancer Institute and a leading
International Cancer Research Center. Together they work to support cutting
edge research on infectious disease and cancer, improve patients’ access to
clinical care, train the next generation of researchers to combat
infection-associated cancers.
Job Summary: The IT Manager will
oversee the information technology and computer systems, ensure technology is
accessible and equipped with current hardware and software main activities,
ensure IT compliance and perform other related duties as required during
working hours for HCRI-Uganda.
Key Duties and Responsibilities: 
  • Plan,
    organize, direct, control and evaluate the operations of information
    systems and electronic data processing (EDP) to ensure organization’s
    effectiveness and efficiency.
  • Develop
    and implement policies and procedures for electronic data processing and
    computer systems operations and development.
  • Hire and
    manage information systems personnel and contractors to design, develop,
    implement, operate and administer computer and telecommunications software,
    networks and information
  • Recommend
    information technology strategies, policies, and procedures by evaluating
    organization outcomes; identifying problems; evaluating trends;
    anticipating requirements.
  • Be
    familiar and troubleshoot all hardware, software and with network
    operating system; supervise preventative maintenance programs and system
    upgrades.
  • Technically
    orient all new users about existing technology, train staff about
    potential uses of existing and new technology;
  • Provide
    individual training and support on request.
  • Develop
    standard operating procedures and best practices, including providing
    written protocols and guidance to IT staff and to end users.
  • Ensure
    the creation and maintenance of all written documentation, including
    system and user manuals, license agreements, and documentation of
    modifications and upgrades.
  • Meet with
    managers to discuss system requirements, specifications, costs and
    timelines
  • Control
    the computer systems budgets and expenditures
  • Preserves
    assets by implementing disaster recovery and back-up procedures and
    information security and control structures
  • Verifies
    application results by conducting system audits of technologies
    implemented.
  • Directs
    technological research by studying organization goals, strategies,
    practices, and user projects.
  • Maintains
    quality service by establishing and enforcing organization standards.
  • Maintains
    professional and technical knowledge by attending educational workshops;
    reviewing professional publications; establishing personal networks;
    benchmarking state-of-the-art practices; participating in professional
    societies.
  • Offer
    technical recommendations about accessing information and support
  • Maintain
    current and accurate inventory of technology hardware, software and
    resources
  • Maintain
    and update a log and/or list of required repairs and maintenance
  • Make
    recommendations about purchase of technology resources
  • Research
    current and potential resources and services
  • Provide
    secure network access to all staff, remote users and Guests (students)
  • Install
    work stations, connect and set up hardware, load all required software
  • Monitor
    security of all technology, ensure installation of lock out programs
  • Advise
    staff of security breach and/or change in password or security status
  • Identify
    and prepare hardware for disposal when appropriate and ensure hardware is
    stripped and secured before disposal.
  • Ensuring
    adherence with software licensing laws
  • Ensure
    the creation and maintenance of all written documentation, including
    system and user manuals, license agreements, and documentation of
    modifications and upgrades.
Qualifications, Skills and Experience: 
  • The
    applicant should hold a good Bachelor’s degree in computer science or
    equivalent education and experience.
  • Proven extensive
    experience in an IT environment at a Managerial level the fields of
    project management, technical support, systems programming or computer
    operations.
  • Additional
    tertiary level qualifications in Information Technology (or equivalent) at
    Degree level or above.
  • Demonstrated
    experience with Web and Internet technologies.
  • Demonstrated
    knowledge of network and workstation operating systems.
