and further detailed out in our 3–year Business Plan and 10-year Strategic
Plan.
Job Summary: The Compliance Engineer,
Generation will support ERA  in the
following:
  • Supervision
    of licensed generation utilities for compliance with licensing conditions,
    the Electricity Act 1999 and the Regulations made under the Act.
  • Enforce
    power supply quality, reliability and availability standards through data
    collection, audits and investigations.
  • Participate
    in Development of Electricity Industry Codes of practice and standards.
  • Support
    Management in developing amendments to policy, legislation and
    regulations.
Key Duties and Responsibilities:
  • Develop, coordinate
    and implement a compliance program for licensed companies to comply with
    the applicable mandatory and enforceable ERA standards.
  • Develop
    and update the compliance monitoring program with other staff in the
    compliance unit, ensuring that the selected reliability requirements are
    valid, measurable and that the process is fair and can be administered
    consistently.
  • Steer internal
    and external regulatory audits for generation companies.
  • Travel to
    licensed generation facilities to review processes, records, conduct
    audits and consult with staff.
  • Actively
    coordinate with generation companies to provide direction on compliance
    activities while promoting a culture of compliance.
  • Report
    /comment on appropriateness of ERA performance codes & standards for
    impact on the compliance monitoring and evaluation program.
  • Actively
    prticipate in the development and implementation of ERA compliance
    strategy; identify potential areas of regulatory compliance, and new
    government/regulatory developments.
  • Review
    and analyse collected data for compliance monitoring and evaluation.
  • Develop
    reports and presentations on activities, findings and needs of the
    compliance program.
  • Participate
    in the review of investments for generation companies and the electricity
    sector.
  • Maintain
    job knowledge to ensure expertise on compliance standards and
    requirements.
  • Perform
    any other duties and responsibilities as assigned by the supervisor.
Qualifications, Skills and Experience: 
  • The
    applicant must hold an Honours University Degree  in Electrical or Electromechanical
    engineering.
  • Possess
    at least three (3) years relevant working experience in the electricity
    sector with practical knowledge in the generation, transmission and
    distribution systems.
  • The
    prospective ERA employee should be a registered Engineer by UIPE/ERB.
  • Highly knowledgeable
    about the electricity supply industry in Uganda.
  • Good
    working knowledge of Engineering operations and maintenance methodologies
    used in power utilities.
  • Proficiency
    in professional computer packages is a must.
  • Highly analytical
    and report writing skills.
  • Possess
    high degree of integrity
  • Excellent
    inter-personal and relationship skills .

Below 35 years old.
