Job Summary:  The Design Monitoring and Evaluation Specialist will offer technical
support for program design, operations research, impact documentation and
overall monitoring and evaluation of WV Uganda portfolio across the Eastern Region.
Key Duties & Responsibilities:
  • Purposefully oversee capacity building of program
    implementation staff, DME Officers and partners on WV Design, Monitoring
    and Evaluation framework and development programming approach
  • Coordinate implementation program assessments, re-designs,
    baselines, DIPs, semi/annual management reports, and evaluations; and provide
    quality reviews prior to National Office approval
  • Provide technical guidance and support Region and Program
    staff in the establishment and management of program M&E systems.
  • Conduct data quality assessments, pre-operation audits for
    programs, and oversee the implementation of the Operations Audit
    management actions related to recommendations on DME findings.
  • Establish and maintain working relationships between the
    M&E Staff in the programmes and relevant local government technical
    officers, and other partners to leverage use of program M&E system and
    district information management systems e.g. district EMIS
  • Work in liaison with the region, Programme’s ADP/project
    staff and partners to identify programmatic success stories, best
    practices and lessons learned; document them for dissemination internally
    and externally.
  • Design and implement program impact assessments, operation
    research or special studies to improve programming in line with program
    implementation plan, WV Uganda evaluation strategy and donor regulations
  • Provide technical guidance and coordinate implementation
    of WV Partnership and WV Uganda strategic initiatives to improve quality
    of DME for programs in the region, e.g., Adoption of GIS Solutions, LQAS
    methodology, alignment of programs/projects to CWBT, etc.
  • Coordinate documentation and sharing of success and impact
    stories during learning and reflection meetings.
  • Develop knowledge management principles, procedures and
    standards to institute an effective knowledge management system in the
    region. This includes effective use of WV partnership knowledge management
    systems e.g. HORIZON
  • Perform any other duties as assigned by the Regional
    Operations Manager or National DME
    Manager.
Qualifications, Skills and Experience
  • The Design Monitoring and Evaluation Specialist should possess a Masters’
    degree in a development discipline.
  • A minimum of five or more years’
    experience with international development organizations in research,
    monitoring and evaluation of, and reporting on complex (development)
    programs.
  • Good working knowledge of and
    experience with a range of M&E tools and techniques, including ability
    to develop strategic plans and comprehensive effective systems for data
    collection, analysis and dissemination.
  • Demonstrated commitment to M&E
    sustainability and building central and local capacity by providing
    technical assistance, training and supervision.
  • Excellent command of MS Excel, and
    working knowledge of at least two statistical data management
    packages/software (quantitative & qualitative)
  • Possess the ability to work with inter-disciplinary
    teams and a wide range of program/project activities.
  • Strong writing and communication
    skills
