About MONUSCO:
Following
the signing of the Lusaka Ceasefire Agreement in July 1999 between the
Democratic Republic of the Congo (DRC) and five regional States (Angola,
Namibia, Rwanda, Uganda and Zimbabwe) in July 1999, the Security Council
established the United Nations Organization Mission in the Democratic
Republic of the Congo (MONUC) by its resolution 1279 of 30
November 1999, initially to plan for the observation of the ceasefire and
disengagement of forces and maintain liaison with all parties to the Ceasefire
Agreement. Later in a series of resolutions, the Council expanded the mandate
of MONUC to the supervision of the implementation of the Ceasefire Agreement
and assigned multiple related additional tasks.
Key Duties and Responsibilities: Within delegated
authority, the Chief, Integrated Support Services will be responsible for the
following:
  • Manages the logistic and technical support
    functions and resources at ESB.
  • Coordinates and oversees the effective delivery
    of all support services – Logistic operations, Transport, Engineering,
    Communications and Information Technology, Supply, Aviation, and Movement
    Control provided to MONUSCO, neighboring missions and to all other tenants
    including Regional Service Centre Entebbe (RSCE).
  • Offers efficient and effective technical and
    logistical support both to MONUSCO personnel and other tenants.
  • Exercises managerial and supervisory control
    over all logistics support required by future, and current operations.
  • Develops, prepares, coordinates and monitors
    overall logistic support plans including logistics forecasting, supply
    schedules, priorities or requirements, and resolution of urgent
    operational needs.
  • Monitors and coordinates all multifunctional
    logistic requirements between RSCE, the mission and other tenants.
  • Develops policy and procedures for logistics
    support and commit resources in a timely and cost effective manner.
  • Plans and coordinates logistics support
    preparations to accomplish the base-wide established objectives for
    continued requirement for new sites, premises and facilities.
  • Be the principle representative of the Director
    of Mission Support towards the Government of Uganda vis-à-vis requests for
    assistance,  issues of entitlements
    related to UN privileges and immunities and ensuring the security, safety
    and protection of United Nations personnel.
  • Confirms that logistics requirements take
    account of gender-specific needs.
  • Chairs together with RSCE, on a committee
    responsible for extending logistics support to tenants and administer
    common services provided by MONUSCO under service level agreements.
  • Assumes responsibilities of a Certifying
    Officer for the ESB.
  • Performs other duties as assigned.
Qualifications, Skills and Experience:
  • The prospective MONUSCO employee should possess
    an advanced University Degree (Masters Degree or equivalent) in Business
    Administration, Engineering, Logistics Management, or related fields.
  • The applicant must hold a good first level
    university degree
  • At least two additional years of qualifying
    work experience may be accepted in lieu of the advanced university degree.
  • A minimum of ten (10) years of progressively
    responsible experience in integrated support services is required. 
  • Proven experience in the management of diverse
    logistics operations in military, commercial or international
    organizations both in the Field and at Headquarters is required.
  • Significant experience in managing logistics in
    international operations in a post conflict environment is desirable.
           
Language Proficiency: English and French are the
working languages of the United Nations. 
For this post, fluency in English (both written and oral) is
required.  Knowledge of French is
desirable; knowledge of another UN language is an advantage.
